Job Description - Senior Technical Project Manager

Our Client is a leading Central and Eastern European technology provider with over 25 years of experience in delivering advanced, mission-critical software solutions for prominent global organisations. With a robust team of over 600 skilled engineers across multiple European delivery centres, they maintain high standards of quality and security, working with clients in the Automotive, Aerospace & Defence, Financial Services, and Communications sectors.

This specific role is tied to a highly strategic initiative: the launch of a sovereign Platform-as-a-Service (PaaS) aimed at delivering scalable, secure, and regionally compliant cloud services. As a Senior Technical Project Manager, you will be crucial in leading the entire delivery lifecycle of the core PaaS services layer. This involves complex coordination, integrating open-source and best-of-breed technologies into a unified platform that must meet stringent regulatory and data sovereignty frameworks. You will act as the pivotal leader, ensuring the successful integration of infrastructure, APIs, user interfaces, billing, and operations tools across cross-functional teams and external vendors.

Responsibilities

As a Senior Technical Project Manager, you will be responsible for the strategic planning, execution, and successful delivery of a major, large-scale cloud initiative. Your core duties include:

Project Leadership & Management: Lead and manage large-scale, high-stakes technical projects, owning the end-to-end delivery of the PaaS services layer within strict deadlines and quality standards.
Strategic Planning: Define project scope, objectives, and detailed execution plans, developing comprehensive roadmaps that align technical delivery with strategic business goals.
Stakeholder & Vendor Management: Effectively manage communication, expectations, and alignment among diverse stakeholders, including technical teams, senior leadership, third-party vendors, and internal business owners.
Risk and Change Management: Proactively identify potential risks (technical, regulatory, or resource-related), develop mitigation strategies, and manage all project change requests with clear governance.
Cross-Functional Coordination: Oversee the coordination of complex technical workstreams, including infrastructure deployment, API development, web interface integration, billing systems, and operations tooling.
Regulatory Compliance: Ensure all project deliveries adhere to necessary security and compliance standards (e.g., ISO 27001) and specific data sovereignty and regional regulatory frameworks.
Reporting and Documentation: Provide regular, accurate project status reporting to senior leadership, maintaining all critical project documentation (e.g., artefacts, plans, closure reports).

Requirements

Project Management Experience: Significant experience (5+ years) leading complex, technical IT delivery, consulting, or program leadership initiatives in a fast-paced environment.
Cloud Platform Domain Knowledge: Proven, hands-on experience managing complex cloud platform projects (IaaS/PaaS), with a solid understanding of cloud fundamentals, DevOps practices, CI/CD, and multi-tenancy concepts.
Methodology Expertise: Strong mastery of various project delivery frameworks (Agile, Waterfall, Scrum, Kanban) and proven ability to tailor them to project needs.
Tool Proficiency: Familiarity with modern project management tools for tracking, documentation, and collaboration (e.g., Jira, Confluence).
Compliance & Security: Practical experience managing projects where security, compliance (e.g., ISO 27001), and data governance were core non-functional requirements.
Soft Skills & Leadership: Exceptional skills in team leadership, negotiation, conflict resolution, and clear cross-cultural communication.
Certification (Highly Desirable): Relevant professional certifications such as PMP, PRINCE2 Practitioner, or equivalent.
