Job Description - Staff Assistance Services

Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.


Who we are supporting 


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.


The NCIA provides a wide range of services, including:



  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.

  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.

  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program


Assistance and Advisory Service (AAS)


The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background


NCISG 3 NSB HQ is located in Bydgoszcz, Poland and co-located with Polish Military Unit in a typical Secure Facility. The work will be conducted mostly at this location and will be performed mostly in a Normal NATO office working environment. Normal Working Conditions apply. The services may be required to be performed in other NATO military and or exercise sites. Occasional business travel may be required. Travel expenses to be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules.


Role Duties and Responsibilities



  • Responsible authority for development of Bn movement plans and activities subordinate deployable organizations,

  • Assist in preparing and issuing plans and orders for deployment, operations and exercises of the Bn,

  • Coordinate for implementation of future movement requirements,

  • Will be required to deploy for exercises and operations with Command, Control and Technical Control Centre (C2TCC).

  • Coordinates logistics functions in accordance with ACO and Bn Directives,

  • Keeps updated LOGFAS FPH and prepares DDPs,

  • In the provision of the required services the contractor will be requested to drive the vehicle, up to 3,5 tonnes, with passengers for long distances.


Essential Skills, Experience and Certifications



  • Activities that involve the planning, routing, scheduling and control of personnel and cargo movements over lines of communication. Involves the whole spectrum of infrastructure, organizations, facilities and equipment that is necessary for the deployment, sustainment and re-deployment of NATO forces during the execution of a mission. Requires the supporting capabilities of mobility, transportation, infrastructure, movement control, and support functions. There are three types of transportation modes: airlift, sealift and inland surface transport (IST)

  • Works under general direction. Uses discretion in identifying and responding to complex issues and assignments. Usually receives specific instructions and has work reviewed at frequent milestones. Determines when issues should be escalated to a higher level. Interacts with and influences colleagues. Has working level contact with customers, suppliers and partners. Performs a range of work, sometimes complex and non-routine, in a variety of environments. Applies methodical approach to issue definition and resolution. Demonstrates an analytical and systematic approach to issue resolution. Takes the initiative in identifying and negotiating appropriate personal development opportunities. Demonstrates effective communication skills. Contributes fully to the work of teams. Plans, schedules and monitors own work (and that of others where applicable) competently within limited deadlines and according to relevant legislation, standards and procedures. Appreciates the wider business context, and how own role relates to other roles and to the business of the employer or client.

  • The incumbent must possess the technical knowledge, skills.

  • Experience and abilities required to successfully perform the duties of the post.

  • Must have previous experience in branch/operations staff with knowledge of transportation movement planning.

  • Activities that provide the transportation capabilities necessary for the movement of units, personnel, equipment and supplies in peace and war. Manage all facets of transportation related to the planning, operation, coordination and evaluation of all methods of transportation including multi-modal systems.

  • Course LOGFAS A0223 Movement execution and coordination or the equivalent EVE users Course.

  • Course LOGFAS A0224 LOGFAS strategic deployment and movement planning or ADAMS Basic Course.

  • Course LOGFAS A0254 Fundamentals and data operator or LOGFAS M&T fundamental course.


Education



  • Higher University education (at least bachelor degree) in Logistics and completed advanced vocational training leading to a professional qualification or professional accreditation with 3 years post-related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post-related experience.


Language



  • English: Listening, speaking, reading and writing shall be at a NATO level of English 3333.


Desirable Skills, Experience and Certifications



  • Experience in NATO working environment or other international organizations.

  • Course LOGFAS A0252 movement execution and coordination manager.

  • Course LOGFAS A0225 operational movement planning.

  • Light Vehicle Driving License
