Special Terms and Conditions: Due to the multinational aspect of NATO, part of the services in this SoW shall be delivered during national public holidays at the respective locations of performance.
1 INTRODUCTION
The NATO Communications and Information Academy (NCI Academy) provides training on both static and deployed NATO communication and information systems (CIS), Consultation, Command, Control, Communications and Intelligence, Surveillance and Reconnaissance (C4ISR), cyber security and cyber defence. In addition, it plays a pivotal role in designing and developing new learning solutions for our customers, by conducting a thorough analysis of training needs and leveraging the latest learning technology.
The NCI Academy also provides education and training (E&T) services for internal Agency staff in support of professional and personal development, and post or mission specific requirements, to ensure the Agency has the necessary skills to meet customer requirements.
The NCI Academy has a total workforce of about 100 dedicated professionals in Agency locations in Belgium, Netherlands, and Portugal, as well as instructional staff embedded in other parts of the NCI Agency, academia and our commercial partners. The NCI Academy’s flagship location in Oeiras, Portugal, was designed from the outset to be a state-of-the-art capability focused on education and individual training delivery. The facility reached its initial operating capability on 2 September 2019.
The academic facilities in Oeiras include:
a. Laboratories and classrooms designed to receive up to 8,000 students yearly;
b. Training facilities equipped with C4ISR systems that NATO currently employs and can accommodate any new systems planned for delivery;
c. Offices that can accommodate more than 110 staff and instructors;
d. A library and research facilities;
e. A 256 seat-auditorium equipped with an audio system, video projectors and simultaneous translation technology.
The learning of technical skills is often best achieved through practical experience. Most of the courses delivered by the NCI Academy have, in addition to classroom-based lectures, a practical component built upon scenario-related labs developed by instructors to ensure students have properly understood the training material.
To implement this learning model, the NCI Academy implemented a training-specific CIS infrastructure which ensures the ability to provide training content and lab environments to students, when and where needed, without impacting production systems and networks. This training infrastructure, designated as “Academy Learning Environment”, includes a computing and storage infrastructure (with virtualization) hosted in the Academy’s server room, a local network connecting all classrooms and labs, the associated cabling, student and instructor workstations, as well as all the required software.
The NCI Academy is looking to outsource part of the web development of services that are part of the ALE. The service contractor will work closely with the Technical Capability and Support Section (TCS) on system administration tasks.
It is essential that the selected contractor is a full stack web developer with extensive knowledge in PHP, MySql, Git, CASD and other related web technologies.
The services shall be primarily provided at the NCI Academy in Oeiras, but may involve some travel to other NATO and NCI Agency elements.
2 OBJECTIVE
The main objectives of this statement of work can be summarized as follows:
• Deliver high-quality code,
• Participate in code reviews,
• Provide on-time delivery of projects and tasks,
• Provide user support.
3 SCOPE OF WORK AND ASSOCIATED DELIVERABLES AND PAYMENT MILESTONES
3.1 Deliver high-quality code
3.1.1 Scope
The ALE has multiple systems running on PHP. These systems require maintenance and the development of new features. The contractor shall develop and deliver high-quality code to incorporate in these systems. High-quality code shall be functional, maintainable, efficient, scalable, secure and thoroughly tested.
3.1.2 Deliverables and Payment Milestones
Deliverable 01: Delivery of source code developed to meet the NCI Academy requirements. The code shall be well organized, documented and adhere to industry best practices and coding standards.
Payment Milestones: At the end of each month
Deliverable 02: Software documentation, including user manuals, developer guides and other
relevant documentation

Deliverable 03: Testing documentations, including test plans, test cases and test results to demonstrate that the code has been tested and works as intended

3.2 Participate in code reviews.
3.2.1 Scope
To ensure the integrity of ALE systems it is important that regular code reviews be performed.
3.2.2 Deliverables and Payment Milestones
Deliverable 01: Code review reports, covering code quality, functionality, security and performance.

3.3 Provide on-time delivery of projects and tasks.
3.3.1 Scope
A fundamental part of the role is the delivery of projects and tasks. These are generally done
to tight deadlines.
3.3.2 Deliverables and Payment Milestones

3.4 Provide user support
3.4.1 Scope
Assisting end users, troubleshooting issues or guiding them to a solution for issues or problems. Contribute towards a knowledge base where end users can access documentation, tutorials and frequently asked questions to help them resolve common issues.

4 EXPECTED PERFORMANCE:
The contractor’s performance will be continuously evaluated and feedback will be provided monthly, during a formal review meeting with the NCI Academy project manager.
5 COORDINATION AND REPORTING
The contractor shall coordinate the project/service execution with the TCS engineers.
6 SCHEDULE
This task order will be active immediately after signing of the contract by both parties.
Expected period of performance: 03 June 2024 - 31 December 2024.
7 CONSTRAINTS
All the documentation delivered under this statement of work shall be based on NCI Academy or NCI Agency templates or templates agreed with the project manager.
All scripts, documentation and required code shall be stored under configuration management in the provided NCI Agency tools
8 PRACTICAL ARRANGEMENTS
The contractor shall be required to provide services on-site at the NCI Academy in Oeiras, Portugal.
The contractor shall provide services under NCI Agency AAS contract for the NCI Academy in Oeiras, Portugal. He or she will work under the direction and guidance of the Head TCS or their designated representative.
The NCI Academy will provide the service contractor with access to the TCS systems and business tools as required. The Agency will provide the service contractor with equipment that will have to be returned at the end of the contract.
