Job Description - HS Implementation Lead

A) Learning & Development - Recruiting

  • Develop an annual budget and plan for learning and development for management approval.
  • Responsible for carrying out complete learning and development (L&D) programmes, which includes sourcing training providers, coordinating training with relevant parties, evaluating the efficacy of training, etc.
  • Closely collaborate with the business unit on all aspects of the hiring process, from creating job descriptions to identifying the best ways to find the necessary talent to conducting preliminary interviews.
  • Work with department heads and senior leaders to analyze training needs to better understand what employees specific training requirements are.
  • Carry out background check of candidates from previous companies
  • Keep track of HRDC grant-related issues, including claim status, grant application, etc.
  • Ensure the training data in the HR system is accurate, and produce reports for analysis.

B) Creating a Conductive & Positive Working Environment

  • Create an annual budget and "Employee Engagement" strategy for management approval.
  • Responsible to plan, direct, and coordinate the activities of human resource management department to boost the strategic use of human resources and maintaining operations like employee compensation, hiring, personnel policies, insurance, and regulatory compliance.
  • Key Focus: Comprehensive knowledge of the functional human resources disciplines, including talent management, grievance handling, and HR statutory compliance.
  • Develop and execute HR initiatives and strategies that are in line with the overall business plan.
  • Maintaining HR compliance, preserving employee relations, and upholding organizational frameworks and rules that adhere to regional laws.
  • Comprehensive understanding of local labor laws and regulations. Liaise with the Government offices, IR and Labour Department about issues pertaining to employees and the Malaysian Labor Law.
  • To prevent injuries, illnesses, accidents, and property loss brought on by the environment or by daily life conditions.
  • The competence to proactively identify and suggest new policies, approaches, and processes to management and staff in order to facilitate ongoing changes.
  • Developing and maintaining HR manuals and policies, making sure they are current and compliant with applicable labor laws.
  • Be the person that team members will be willing to come to and talk to when faced with matters related to work and provide correspondent help.
  • To provide guidance and implement accepted HR procedures and guidelines to support HRM inside the organization.
  • Responsible for managing the KPI, staff evaluation, disciplinary procedure, and evaluation process with management.
  • Responsible for keeping track of employee absences, staff attendance, and everyday HR activities.
  • Plan, organize, and design exciting team activities on a weekly or monthly basis.
  • Ensure that engagement activities are carried out on schedule.
  • Coordinating programmes for employee engagement with workers from Singapore and Indonesia, among others.
  • All additional responsibilities imposed upon you by management and your superiors must be completed.
  • Assist in routine administrative and HR responsibilities.

C) Month-end Payroll

  • Handle statutory payments, monthly payroll, and other HR/Finance-related tasks.
  • To help with the payroll report/process while working closely with the Account Manager/ Senior Level.
  • Liaise with government entities regarding statutory matters or requirements, such as EPF, SOCSO, EIS, and PCB, etc.
  • Required to handle the whole payroll processing process, including calculating wages, allowances, bonuses, verifying attendance, and maintaining employee files.
  • Additional task or assistance when needed with other HR-related responsibilities.
  • Manage payroll reports and filings electronically (hard-copy).
  • Payroll report sent in on schedule based on deadline.

Requirements

  • Track record and experience as Senior HR Executive
  • Possess strong communication abilities. Capable of preserving effective work relationships with coworkers.
  • Possess good human relations and interpersonal skills.
  • Possesses strong ability to make decisions and solve problems.
  • Possesses a high degree of moral character and an inspiration to others.
  • Practical recruitment experience (candidate sourcing, interview, reference check etc).
  • High attention to detail; excellent organizational and time-management skills.
  • Ability to multitask, work independently under pressure, and maintain a high level of confidentiality.
  • Knowledgeable about the Employment Act, other relevant labor laws, and HR best practices.
  • High level of confidentiality and the capacity to manage employees confidential information.
  • Good interpersonal skills, including the ability to interact and collaborate with individuals at all levels and across cultures.
  • Good writing skills and fluent in English and Bahasa Malaysia.
  • Good problem-solver and team player.
  • Ability to prioritize tasks and plan efforts to maximize delivery results.
  • Willing to put in long hours to complete projects and meet deadlines based on job task, urgency, and priorities.
  • Knowledge of the INFOTECH HR System is a plus.
  • Experience in managing employee compensation and benefits is an added advantage.
  • Minimum 5-6 years of relevant working experience.
  • At least a Diploma/ Degree in Human Resource Management or relevant field.
  • English, Mandarin, and Bahasa Malaysia are the language(s) required.
  • Infotech system, Microsoft Word, and Power Point are required skills.
