Job Description - SAFETY SPECIALIST

An exciting opportunity to join a new project with a Oil & Gas Operator based in Qatar. They are looking for Safety Specialist to join ASAP. The role is a 1 year renewable contract working 5 days per week 8 - 10 hours per day based in Ras Laffan. 

Hourly rate, accommodation & transportation allowance and economy class flights provided for mobilisation & demobilisation.

1. JOB PURPOSE / OBJECTIVE

The Safety Specialist serves in a dual role; where the initial objective is to operate in a consultative capacity, by providing expert support, guidance, and motivation to construction contractors and employees at all levels in the project organization. In addition, the Safety Culture Specialist is expected to be a "hands on" partner in delivering various safety initiatives and programs specifically to develop a safety culture supporting the goal of ZERO incidents in the course of all work performed at the project site.

2. KEY ACCOUNTABILITIES

Safety and Risk

Provide oversight for contractor safety performance by providing on site supervision.

Assist in the planning and safe execution of work at the plant site to ensure that a safe work environment is always maintained

Exercise and promote Stop Work Responsibility , when necessary, and actively partner with contractor to correct situation as required to get work restarted safely

Align and ensure contractor and subcontractor compliance with EHS&S-related contract requirements.

Participate in hazard analysis and safety reviews and ensure that the safe execution is followed in the field accordingly.

Inspecting construction sites regularly to identify and eliminate potential safety hazards.

Provide the assistance to contractors to follow the compliance requirements as per policy and procedures.

Participate and/or support safety related incident investigations, participate in Root-Cause Analysis, determine corrective actions and communicate lesson learned reports, as needed.

Review risk assessments for work activities at the site, to ensure their risk reduction, accuracy, and validity.

Participate in prestart-up safety reviews (PSSR), hazard analysis, safety reviews and promoting safe practices on site.

Participate in safety meetings, audits, and inspections to provide input and expertise where necessary.

Conduct hazard identifications, PPE assessments, project safety reviews, verification of tools and equipment to ensure good quality and job safety analysis for work activities and occupational safety and construction safety programs.

Participate in safety meetings, field audits, performance evaluation and inspections to provide input and expertise where necessary.

Conduct occupational safety oversight, monitoring, support, and guidance for all contractors on-site to meet the expectations of the Project's safety strategy and maintain regulatory compliance.

Ability to work effectively with diverse populations.

Responsible for approving RLIC work permits daily.

Assist in development of training modules for the occupation safety standards and procedures for contractors.

Assist in occupational safety training programs for contractors to ensure they are delivered in an optimum manner.

Inspection

Participate in inspection and proper maintenance of all contractor safety equipment and vehicles on site, to guarantee they meet all the necessary standards.

Participate in performance audits for contractors.

Emergency response and Incident Investigation

Participate in response to emergencies as required by the Emergency Response Plan, to assist in Incident Command to the site of the emergency.

Provide Project assurance the Contractor has all necessary emergency response capabilities related to the work being conducted by reviewing emergency response plans, assisting with tabletop exercises, and verifying competency of emergency responders.

Policies, Systems, Processes and Procedures

Contribute to the identification of opportunities for the continuous improvement of Project systems, processes, and practices to increase productivity and operational efficiency.

Implement all relevant Project policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.

Quality, Health, Security, Safety and Environment

Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls to guarantee contractor safety and delivery of high-quality products/services.

Reporting

Ensure that any incident / injury / illness on site is reported to HSE/Project Team in a timely manner.

Participate / support Contractor in developing, maintaining and recordkeeping safety performance indicators, including investigations, corrective actions, inspections, and hours worked metrics.

Contribute to the preparation of timely and accurate reports to meet Project requirements, policies and standards.

Maintaining tracking and reporting processes to ensure timely documentation of contractor events, incidents, injuries, and illnesses; ensuring timely entry of injury information and evaluation results into the appropriate database; ensuring timely submittal of first reports of injury/incident and incident investigation reports.

3. QUALIFICATIONS & EXPERIENCE

Required : Safety Certification from any internationally recognized body (i.e NEBOSH, IOSH, NSC, BCSP etc...) OR a certification as Safety Professional from an internationally recognized body.

Preferred : Diploma in Engineering or any related discipline with Safety Certification.

Required : Minimum 12 years of experience in the oil and gas industry/construction industry

Preferred : Experience in Petrochemicals Industry in Safety field with Construction/Turnarounds. Qualified in mobile and fixed crane safety, including lift plans, critical lift hazard evaluations, rigging and flagger safety.
