Job Description - Department Coordination & Project Administration Specialist

This position is for a seasoned professional with substantial experience in the electricity and water utility sector. The ideal candidate will have a strong background in business development, tariff structuring, and business planning, along with a deep understanding of quality management systems. The role requires strategic thinking, analytical skills, and the ability to drive initiatives that support the organization’s growth, regulatory compliance, and operational excellence.

Key Responsibilities:  
  • Develop and implement strategic business plans aligned with corporate goals and long -term utility strategies.

  • Conduct market research and analysis to understand industry trends, regulatory changes, and customer needs.
  • Build and maintain strong relationships with key stakeholders, including government agencies, regulatory bodies, and industry partners.
  • Develop, implement, and maintain quality management systems in accordance with:
       - QMS ISO 9001 and
       - ISO 27001 information security management systems (ISMS) requirements
      - ISO 22301:2019 Security and resilience / Business continuity management systems
  • Ensure all business development and operational processes adhere to quality, safety, and environmental standards.
  • Drive continuous improvement initiatives to enhance service delivery, operational efficiency, and customer satisfaction.
  • Coordination with various KM


Requirements

Education and Experience:
  • Bachelor’s degree or higher in Engineering, Business, Economics, or a related field (Electrical or Mechanical Engineering preferred).
  • Minimum 10 years of technical and business experience in the electricity and water utility industry, with direct experience in business development, tariff structuring, and business planning.
  • Proven experience in developing and implementing quality management systems.
  • Strong analytical, modeling, and problem -solving skills.
  • Proficiency in financial analysis, project management, and regulatory compliance.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Advanced knowledge of MS Office (Excel, Word, PowerPoint); experience with business planning and modeling software is an advantage.
  • Proficiency in English (Arabic is an asset).
