Job Description

Overview

• Functions as Ashghal’s chief expert and strategist for MMC implementation in infrastructure assets, including highways, bridges, tunnels, utilities, and drainage networks.
• Possesses a holistic understanding of MMC in civil works — modular bridges, precast tunnel segments, smart utility corridors, rapid pavement construction systems, and 3Dprinted infrastructure
• components.
• Guides the adoption of digital engineering solutions (digital twins, IoT-enabled monitoring, predictive maintenance models) to integrate MMC with asset lifecycle management.
• Shapes infrastructure delivery models to incorporate MMC from concept design through commissioning, aligning with Ashghal’s mandate to deliver faster, safer, and more sustainable infrastructure.
• Acts as the interface with international infrastructure innovation clusters and multilateral agencies to position Qatar as a testbed for next-generation infrastructure technologies.

Your role

• Develop and lead MMC strategies specifically for infrastructure projects, including roads,
• bridges, and utilities.
• Conduct assessments to identify opportunities for MMC implementation in Ashghal’s infrastructure portfolio.
• Advise on digital infrastructure solutions such as digital twins, modular bridges, and offsite infrastructure components.
• Support the creation of technical standards for MMC application in infrastructure projects.
• Collaborate with stakeholders to drive awareness and acceptance of MMC technologies.
• Benchmark international best practices and assess their applicability to Qatar’s infrastructure sector.
• Ensure MMC strategies align with national priorities and Ashghal’s governance framework.
• Engage with global technology providers to introduce cutting-edge solutions for infrastructure projects.

About you

Mandatory requirements

• University degree from a recognised university in Engineering or equivalent.
• Chartered status or Professional License from internationally recognized professional institutions or organizations.
• Minimum of 20 years postgraduate experience with experience in major infrastructure projects or programmes, preference will be given to roads, aviation, structures or rail related experience, 10 years in similar position, and 5 years in Qatar and / or the Gulf region.

Desirable requirements

• Master’s degree in a relevant field.

Skills and Competencies

• Distinguished track record in leading mega-infrastructure programs utilizing off-site and
• modular construction methods.
• Strong knowledge of innovative bridge and road technologies, precast and segmental construction, rapid deployment methods, and infrastructure automation.
• Ability to develop infrastructure MMC standards that integrate structural performance, resilience, and sustainability metrics.
• Advanced skills in systems thinking — connecting MMC with asset management systems, maintenance regimes, and digital control platforms.
• Deep understanding of environmental impact assessments, carbon accounting, and circular economy principles, ensuring MMC delivers measurable ESG outcomes.
• Capability to forge international alliances with infrastructure owners, research institutes, and global manufacturers to localize cutting-edge technologies in Qatar.
• Experience in leading training programs and workforce upskilling initiatives, preparing the market large-scale MMC adoption in infrastructure.
