3. JOB PURPOSE / OBJECTIVE

Apply the acquired knowledge and experience in developing methods and processes to prevent, or reduce, the likelihood or frequency of failures in I&E systems and assets.

4.1 KEY ACCOUNTABILITIES

Day to Day Accountabilities: (for I&E Reliability Engineer with major Experience in Electrical) 



  • Advise and assist Maintenance I&E Engineers, electricians and production supervisors on complex electrical repairs and troubleshooting methodologies.

  • Develop and implement Reliability strategies by utilizing conventional techniques such as Reliability Centered Maintenance (RCM), Root Cause Analysis (RCA), Preventive and Predictive maintenance (PPM) strategies, and other industry accepted reliability techniques to analyse Electrical equipment failures and produce cost effective strategies to ensure safe and reliable operation of the plant.

  • Carry out detailed engineering calculations using ETAP (Load Flow, Short Circuit, Motor Starting, Protection Relays Selectivity and Coordination) and develop drawings including Single Line Diagrams, Schematic Diagrams, Cable Schedules, Interconnection drawings, electrical equipment data sheets etc.

  • Implement Mechanical Integrity & Quality Assurance best practices. Work with other concerned departments to develop & execute appropriate Quality Assurance (QA) practices and develop a mechanism to assess the effectiveness of QA practices.

  • Proactively identify Electrical Equipment Reliability Issues and develop engineering solutions for chronic and sporadic equipment reliability problems. Work with technical, production and maintenance departments to implement solutions. 

  • Lead Reliability Improvement efforts of the plant from the platform of Reliability Improvement Teams(RITs). 

  • Perform Root Cause Failure Analysis to identify various failure modes and recommend strategies to help improve I&E equipment reliability.

  • Evaluate RCA reports, criticality studies, equipment strategies, and risk assessments on equipment to ensure consistency and compliance with company procedures and policies.

  • Evaluate facility incidents that affect reliability and ensure that appropriate RCAs are performed. Assist in tracking RCA findings and completing action items in a timely manner.

  • Reviews equipment specs/designs to ensure equipment can meet reliability objectives. Participate as a technical adviser on capital projects and turnarounds.

  • Participates in the MOCs and PSSRs of new installations to assure adherence to functional specifications.

  • Act as subject matter expert (SME) in performing root cause analysis (RCA) investigations and provides expertise to the RCA teams as required.

  • Review and optimize ITPMs for functionally critical Electrical power distribution equipment.

  • Drive consistency in Electrical equipment design across the site as part of projects review including consistency in maintenance strategies.

  • Provide input as needed on projects to ensure design and reliability issues are considered and addressed on new projects.

  • Provide guidelines to Maintenance in order to ensure that Life Cycle Asset Management processes are complied with throughout the entire life cycle of new and old assets.

  • Champion continuous improvement, fosters relationships between various plant functions to focus on total quality.


4.2 KEY ACCOUNTABILITIES

  • Evaluate facility incidents that affect reliability and ensure that appropriate RCAs are performed. Assist in tracking RCA findings and completing action items in a timely manner.

  • Develop Instrumented Protective Systems (IPS) related work processes in the company to comply with regulatory requirements mandated both by International Standards (IEC61511/ISA 84) and Company Standards RMS 5700.

  • Generate, update and maintain the SIS Safety Requirement Specifications (SRSs)

  • Generate, collect, validate, analyze and archive the records and documentation required by the PSM Mechanical Integrity (MI) regulation and SIS standard.

  • Coordinate IPS testing schedules with Operations and Maintenance, including Turn Arounds / Shutdowns.

  • Develop, coordinate, and implement plans and processes to ensure proof testing is completed successfully on time

  • Support and ensure quality maintenance and documentation, as well as effective investigation and response to IPS deficiencies or failures

  • Serve as gatekeeper for all SIS/IPL changes and modifications

  • Act as IPS Subject Matter Expert (SME) for MOC, guidance and training

  • Ensure no inaccuracies exist in IPS Identification. Work effectively based on PHA Reports and Redo’s to keep the IPS master list updated & corresponding ITPM Plans managed as per revised requirements. 

  • Carry out SIL Studies based on PHA recommendations.

  • Develop & review the Monthly KPIs; analyse the trends and generate recommendations to improve. Coordinate the same with CPChem for reporting and effective management. Identify critical KPIs to Plant Management for effective resolutions.

  • Steward and manage the SIS Failure and Challenge Reporting as per IEC 61511 guidelines. Track the failure rates and analyse the same for resolution plan and recommendations.

  • Manage the ITPM program & corresponding deferments/ preponements in coordination with Maintenance, Production & Planning Teams for ensuring compliance requirements.

  • Carry out effective Qualitative and Quantitative Audits on IPS ITPM Checklists and Maintenance Activities.


4.3 KEY ACCOUNTABILITIES


  • Monitor, review and analyse MOCs carried out on IPS equipment ensuring proper Modification & Decommissioning requirements are followed as per standard and potential impact to IPS integrity reviewed.

  • Support the Obsolescence Management Program pertaining to IPS equipment.

  • Ensure compliance to Chevron Project Engineering Standards for all changes pertaining to IPS Equipment

  • Ensure Compliance to QatarEnergy Measurement Guidelines

  • Streamline the FSA (Functional Safety Assessment) requirements at the various stages of the SIS Lifecycle

  • Reviews equipment specs/designs to ensure equipment can meet reliability objectives. Participate as a technical adviser on capital projects and turnarounds.

Policies, Systems, Processes and Procedures



  • Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.

  • Provide critical input to support the development of I&E Reliability Section’s systems, policies, processes, and procedures in order to meet business requirements.

  • Ensure team members comply with all I&E Reliability Section’s policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.


Quality, Health, Security, Safety and Environment 



  • Ensure compliance with Life Critical Procedures, Tenets of Operations, Consent to Operate, plant policies and procedures, Daily Operating Instructions, Standard Operating Procedures (SOPs), Job Safety Analyses (JSAs), MOC Process, and Quality Management System.

  • Participate in the safety activities of the shift to ensure regulatory, health, safety, security, environmental, and quality compliance.

  • Carry out plant walk-downs and audits to ensure work is being performed safely and that the plant safety systems are enabled.  Coordinate efforts to correct discrepancies.

  • Actively participate in shift toolbox meetings, JSAs, MSCM’s, etc.

  • Execute Stop Work Authority and take immediate corrective actions to stop unsafe behaviours.  


Reporting



  • Prepare relevant reports in a timely and accurate manner to meet the departmental requirements, policies and standards.

  • Support supervisor in the preparation of the annual operating and capital budgets. Ensures reliability projects and activities are completed on time and within budget.

  • Report incidents and near misses and participate in investigations as required.

  • Communicate to Supervisor to inform on issues that require additional follow up.

  • Communicate ideas, present, and explain technical knowledge to stakeholders.

5. QUALIFICATIONS & EXPERIENCE








Education (for Reliability Engineer with majors in Electrical) 

Required (Qualification1 / Discipline): BSc in Engineering Tech. / Electrical / Electrical Power

Preferred (Qualification1 / Discipline): Master’s in Engineering



Experience

Required (Years2 / Job Level3 / Industry): 5-7 years in Electrical equipment, systems maintenance & technical support preferably in a process industry, <4 years at a similar position

Preferred (Years2 / Job Level3 / Industry): Experience in Oil & Gas / Petrochemicals Industry



Languages

Required (Language / Level4): English- proficient

Preferred (Language / Level4): Arabic- working knowledge


Other Job Specific Requirements and/or Vocational Accreditations



  • Well conversant with protection/control systems of large process plant - High/Medium Volt (132/33/6kV).

  • Solid understanding of electrical protection system design and intelligent protection relays operation. 

  • Experience in failure mode/effect analysis & good understanding of failure mechanisms of Electrical equipment.

  • Troubleshooting techniques and ability to analyze & resolve engineering problems independently.

  • Knowledge of relevant IEC and IEEE Standards and or other well recognized standards.

  • Familiarity with ETAP and similar system modelling & analyzing tools would be an additional advantage. 

  • Relevant experience in load flow & short circuit studies, Relay discrimination & coordination studies for an industrial electrical distribution system. 

  • Familiarity with CMMS preferably SAP.

Required (Qualification1 / Discipline): BSc in Electrical / Electronics / Mechatronics / Instrumentation Engineering

Preferred (Qualification1 / Discipline): Master’s degree in Engineering



Experience

Required (Years2 / Job Level3 / Industry): 5-7 years in the field of Instrumentation & Controls maintenance & technical support preferably in a process industry, <4 years at a similar position. 

Preferred (Years2 / Job Level3 / Industry): Experience in Oil & Gas / Petrochemicals Industry.

  • Experience with design/maintenance of Plant Instrumentation, Control Valves, Safety Instrumented Systems & process safety management programs.

  • Functional Safety Certification as Functional Safety Engineer (FS Eng) preferred.

  • Hands on experience on the use of ExSILentia software preferred.

  • Working Knowledge on International Standards related to Instrumentation and Controls design & maintenance such as IEC, ISA, FCI etc as well as Functional Safety standards IEC61511/ISA 84. 

  • Experience in failure mode/effect analysis & good understanding of failure mechanisms of instruments employed in a process industry.

  • Troubleshooting techniques and ability to analyze and resolve engineering problems independently.
