3. JOB PURPOSE / OBJECTIVE

Ensure the execution of the Q-Chem / RLOC and RLP production, packaging, and shipment plans while maintaining plant safety, reliability, efficiency, cost effectiveness, and product quality.


4.1 KEY ACCOUNTABILITIES

Operations Specialist Duties



  • Ensure safe and reliable unit operations, while achieving production targets within allocated operational budget.

  • Ensure the identification and coordination of operational challenges with Maintenance, Technical and Turnaround teams to ensure timely and cost-effective resolution to maintain ongoing plant reliability.

  • Ensure plant operational performance through daily and periodic reporting tools and Metrics to assess production, efficiency, and product quality levels.

  • Devise and execute action plans to resolve and address any identified production deviations.

  • Develop plans to address product non-conformances or other product quality related concerns.

  • Work closely with TA team in major shutdowns and turnarounds to ensure safe and effective execution.

  • Ensure timely completion of MICE PMs and MICE corrective repairs.

  • Participate in the development and review of Departmental policies, systems, processes, and procedures in order to ensure operational excellence.

  • Participate in Change Review Teams (CRT) and Reliability Improvement Teams (RIT).

  • Use technical expertise and experience as required, providing instruction and guidance to personnel in order to resolve any issues.

  • Participate in evaluation of operators in OJT and Solo Phase interviews.

  • Prepare and issue Daily Operating Instructions.

  • Responsible for operating procedures (SOPs) and training modules periodic review.

  • Assist as required in PHA’s and implementation of recommendations.

  • Monitoring the CCA inventory and Raw material specifications. Liaison with Production Planning and Material Warehouse as required.

  • Liaise with Technical on TWR creation and project execution.

  • Support internal and external audits. Conduct unit specific compliance audits per schedule.

  • Verify and approve SAP invoices and make service entries in SAP for services rendered.

  • Maintain unit Enterprise Risk Management (ERM) risk register as required.

  • Assist in preparing operation and maintenance budgets.

  • Participate in new / improvement projects, review drawings and documents.


4.2 KEY ACCOUNTABILITIES

Health, Security, Safety and Environment



  • Ensure the activities in production unit are in compliance with Life Critical Procedures, Tenets of Operations, Consent to Operate, plant policies and procedures, Daily Operating Instructions, Standard Operating Procedures (SOPs), Job Safety Analyses (JSAs), and Quality Management System.

  • Ensure adequate and appropriate safety activities of the Production Unit are conducted to ensure personnel safety and compliance with regulatory, health, safety, security, environmental, and quality procedures.

  • Carry out plant walk-down and audits to ensure work is being performed safely and that the plant safety systems are enabled.  Coordinate efforts to correct discrepancies.

  • Lead efforts to eliminate Process Safety and Personnel Safety Events.

  • Monitor and track safety systems that are out of service, ensure timely return to service, and determine if any actions can be taken to reduce / eliminate future occurrences.

  • Participate in incidents and near misses’ investigations as required in order to determine root causes and necessary action items.

  • Ensures changes are managed through MOC process facilitating the implementation as required.

  • Support internal and external periodic audits like – OE, PSM, Insurance, QatarEnergy, RC, QMS etc.


Policies, Systems, Processes and Procedures



  • Identify and manage the implementation of improvements of systems, processes, and practices in order to increase safety, productivity, and operational efficiency.

  • Implement all relevant Section’s policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.


Reporting



  • Update Production Unit metrics. Ensure metrics are monitored with necessary actions taken to ensure Production Unit goals are achieved.

  • Report to the Production Superintendents on the progress of activities against the annual business plans, opportunities, challenges, and issues faced, mitigations taken, etc.

  • Ensure that all reports are prepared timely and accurately and meet the Department and Company business requirements.


Qatarization



  • Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.

5. QUALIFICATIONS & EXPERIENCE











Education

Required (Qualification1 / Discipline): Bachelor’s degree in Engineering.

Preferred (Qualification1 / Discipline): Bachelor’s degree in Chemical Engineering or Master’s degree in Engineering / Technology / Science.



Experience

Required (Years2 / Job Level3 / Industry): 5-7 years of experience in O&G Industry.

Preferred Years2 / Job Level3 / Industry): 3-5 years of supervisory experience in a Petrochemicals Production Facility.



Other Job Specific Requirements and/or Vocational Accreditations



  • Working knowledge of SAP and Microsoft Office applications

  • Ability to coach and mentor personnel.

  • Advanced knowledge of plant operations 

  • Advanced proficiency in communication skills




Languages

Required (Language / Level4): English - Proficient.

Preferred (Language / Level4): Arabic - Working knowledge.
