Senior Information Management Expert

Role Summary

We are hiring a Senior Information Management Expert to lead information management and data governance across the client's Information Systems Department. The role designs and operates the enterprise information architecture, master data management, ECM platform, and data privacy compliance.

Key Responsibilities

- Define and govern the information architecture and data domains across the client.

- Lead master data management (MDM) strategy, tooling, and operations.

- Build and operate the data quality framework — profiling, monitoring, remediation workflows.

- Govern the enterprise content management (ECM) platform — OpenText, IBM FileNet, Microsoft 365, or equivalent.

- Lead records management and retention scheduling.

- Drive data governance forums — data stewards' council, data owners' charter.

- Govern compliance with Qatar Personal Data Privacy Law (PDPL) and related regulations.

- Architect BI and analytics platform integrations from a data-supply perspective.

- Lead data-classification, lineage, and catalogue programs (Collibra, Informatica, Alation).

- Mentor information management staff and provide strategic input on the client's data strategy.

Required Qualifications

- Bachelor's degree in Computer Science, Information Systems, or Library / Information Sciences; Master's preferred.

- 10+ years' experience in information / data management with 4+ at senior or expert level.

- Hands-on with at least one major ECM platform (OpenText Content Server, IBM FileNet, Microsoft SharePoint / M365 Records Management).

- DAMA-DMBOK or equivalent data-governance framework expertise.

- Master data management hands-on (Informatica MDM, IBM InfoSphere, Microsoft MDS, Riversand).

- Strong working knowledge of data privacy regulations — Qatar PDPL, GDPR awareness.

- Native or fluent Arabic AND professional English — preferred (not mandatory).

Preferred / Nice to Have

- DAMA Certified Data Management Professional (CDMP).

- ECM vendor certifications (OpenText, IBM, Microsoft).

- Records management professional certifications (CRM, IGP).

- Data catalogue / lineage tooling experience (Collibra, Alation, Informatica EDC).

- Prior Qatar / GCC government information management leadership.
