Job Description - Senior Site Quantity Surveyor


Job Summary

The Senior Quantity Surveyor is a senior member of the construction supervision team. He is responsible for the financial administration of supervision contracts. The jobholder checks contractors’ payment applications and verifies the amounts claimed by contractors against supplier invoices and measurement records. He provides advice on methods of measurement found in the contract and ensures the contractor is accurately paid for actual work done in accordance with the method of measurement stated in the contract.

Key Responsibilities (Customer Focus)


  • Support Project Managers with managing client relations and expectations, as needed

  • Assist the Resident Manager in managing client relations and expectations, responding to client clarifications and reviewing payment certificates of contractors

  • Support Project Managers in responding to client clarifications on technical and contractual issues

  • Support Associate Project Managers with reviewing, assessing and responding to all claims raised by the contractor regarding scope, schedule and cost changes

Key Responsibilities (Internal Business Process)


  • Assist the Planning Engineer and the Project Manager in reviewing the work program and submittals proposed by the contractor

  • Read and understand the contents and details of the bill of quantities for each project as well as the preamble to the bill of quantities, and any other documents relating to payments to the contractor

  • Discuss and attempt to reach mutual agreement with the contractor on rates for new work items that are not covered in the Bill of Quantities and submit rates to the Project Manager for review

  • Review the specifications, Bill of Quantities and drawings and advise the Project Manager of any differences and/or discrepancies in Contract documents for methods of measurements, at the beginning of every project

  • Review claims submitted by the Contractor and submit a report to the Project Manager for approval

  • Review quantities executed by contractors against drawings, measurement sheets and invoices for discrepancies and differences

  • Monitor contractor’s work on site and in maintaining daily site diary

  • Monitor the contractor’s daily activities and resources allocation against plan

  • Develop periodic project progress reports in coordination with the Associate Project Manager and site teams

  • Assist in the preparation of monthly cost reports, as needed

  • Ensure that As Built drawings, O&M manuals and warranty certificates are provided accurately by the contractor

  • Prepare commissioning reports and snag lists during the Handover and Defects Liability Period

  • Implement corporate policies and procedures

  • Conduct project close-out activities capturing lessons learned and successful / unsuccessful project elements

  • Upload relevant project materials in the K&A knowledge management repository as per corporate policies and procedures

  • Attend periodic training to further develop relevant skills

Qualification, Technical Skills and Competencies


  • Bachelor’s Degree in a Quantity Surveying Discipline from a recognized University

  • Holder of MME / UPDA Grade 'A' in Quantity Surveying.

  • Post Graduate Chartered in Quantity Surveying would be an advantage

  • Knowledge of construction supervision services

  • Understanding of international engineering standards and codes

  • Excellent planning and organizational skills

  • Good financial planning and budgeting skills

  • Good analytical and problem solving skills

  • Good time management skills

  • Good communication and presentation skills

  • Proficiency in spoken and written Arabic and English

Overall Experience Required to Execute this Role


  • Minimum 15 years of experience in construction related quantity surveying and planning.

  • Demonstrable experience in Contract management of complex infrastructure.

Specific Experience Required to Execute this Role


  • Experience in preparatory construction project monthly valuation.

  • Experience in assessing and valuating Contractor’s claims.

  • Experience in preparation of submission of all SI, VO, Claims.

  • Must have worked with FIDIC or other International form of contract and must be conversant with implication with various contract clauses.

  • Must be conversant to General Conditions of Contract of Qatar

  • Membership of an accredited Professional Institution would be advantage.

  • Must have experience to resolve commercial issues, Claims, Variation and Extension of Time evaluation.

  • Experience of Arbitration process is desirable

  • Must have a strong leadership to coordinate with project management team of inter
    disciplines and a strong desire on delivering results.
