Job Summary:


To manage and organize consulting services to senior management in the practice areas of strategy development and planning; business planning and performance reporting; business process re-engineering; organization design and restructuring; program review and alternative service delivery; program and service improvement; organization development; and, change management.


 


Major Responsibilities:



  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Works with the stakeholders, partners and the Contract Management team to understand and build current processes to understand pain points, redundant and manual steps and support best practice changes including potential system integrations

  • Provides policy analysis, formulation, coordination and advice to the commissioners and senior managers regarding the Contract Management program, services and organization at both a strategic and operational level.

  • Shapes and defines projects in consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.

  • Understands the process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative best practice solutions.

  • Develops dashboards, pulls together ongoing executive materials and brings analysis, recommendations and conclusions forward to the client/stakeholders, chair meetings and promotes  discussion.

  • Supports management in assessing and devising solutions from a pragmatic and objective perspective, while ensuring we are in compliance.

  • Works in support of project steering committees and leads interdepartmental teams and working groups.

  • Assumes a temporary, short-term managerial/supervisory role in an organization unit during the transition phase of an organizational change project.

  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.

  • Documents and maintains new processes, templates, standard operating procedures and training materials in collaboration with the Contract Management team and partners

  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.

  • Leads and/or supports cross-departmental teams in the development and application of projects; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.

  • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.

  • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives

  • Fosters and maintains cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.


 


Key Qualifications:



  1. University degree, in Business Management or equivalent and relevant work experience

  2. Experience using Power BI and/or Tableau

  3. Experience in building out project and work back plans for small to medium sized projects

  4. Considerable experience in medium to complex business analysis and working in Excel

  5. Considerable experience in process mapping and working in Visio

  6. Considerable Technology experience, writing business requirements supporting integration work

  7. Considerable experience in building executive PowerPoint decks

  8. Considerable experience building reports and dashboards

  9. Extensive experience managing + leading medium sized project initiatives in a large organization with multiple stakeholders and cross-functional resources

  10. Public sector experience in an asset

  11. Strong written and oral communications skills

  12. Strong Collaborative skills

  13. Change Management Experience

  14. PMP is considered an asset

  15. Procurement experience, Working with Service Now and SAP is an asset.
