JOB OVERVIEW
CNPSA is seeking a results-driven professional to join our team in Romania in the role of Project Director supporting Unit 1 Refurbishment program.
The Project Director will utilize their refurbishment experience to achieve project objectives on time, on budget and in compliance with applicable quality assurance and safety standards.
KEY ACCOUNTABILITIES
Specific accountabilities for the Project Director role include:
- Ensure that the project is completed within the allocated budget, time frame and applicable quality requirements, managing at the same time all the risks that affect its development;
- Approve the execution schedule of the refurbishment project;
Ensure the permanent monitoring of the Contractors' fulfillment of their obligations and takes the necessary corrective measures;
- Ensure compliance with applicable quality assurance standards in all activities associated with the project, including design, procurement and implementation of works;
- Ensure the preparation and development of the contract/contracts and acquisitions necessary for the execution of the refurbishment project and participates in the negotiations with the suppliers;
- Manage the risk management process, including the identification of new risks or changes in the risk profile, the development of mitigation strategies and the reporting of residual risk;
- Ensure periodic status reporting of the refurbishment project to the Deputy SNN CEO;
- Approve/reject Contractors' Progress Reports;
- Establish/modify the existing processes, policies, practices to create the interface and facilitate a professional relationship
- Ensure compliance with the quality of Equipment and Materials and their commissioning methods. Before using the Materials and/or Equipment in the Works, he will submit their approval to the Contracting Entity;
- Reject the Equipment, Materials or Works that prove not to be in accordance with the provisions of the Design and Execution Contract and that do not meet the quality conditions;
- Ensure the permanent retaining of accurate records related to the materials supplied to the Site, the storage conditions ensured and their incorporation into the works;
- Coordinate the preparation of the work packages for the activities for the purpose of the refurbishment project;
Ensure that the regulatory and authorization requirements are respected;
- Coordinate the activities associated with obtaining the environmental agreement for the U1 Refurbishment Project and the implementation of the environmental requirements, applicable to the execution of the project;
- Ensure the coordination of obtaining all the authorizations necessary for the implementation of the project, on time and in compliance with the legislation in force;
Ensure the monitoring and confirmation of the quantity of work is executed
- Approve the activities addition in or removal from the refurbishment outage scope and of activities ;
Ensure the control of the design configuration is maintained during the execution of the project and the corresponding updating the design documentation
- Ensure the operating configuration control is maintained during the execution of the project and the corresponding updating of operating documentation;
- Provide the necessary technical support for issuing training materials, especially those for operating personnel;
Ensure the analysis of the proposed/ necessary changes, especially in the situation where the contractor invokes the occurrence of unforeseeable circumstances, in compliance with the legislation on public procurement and the applicable regulations:
- Ensure the analysis for the approval or rejection of the amounts related to the implementation reserves, requested by the Contractor according to the methodology of their use;
- Ensure the verification of the Work Statements/ Payment Statements are validated so that the amounts requested for payment are in accordance with the provisions of the EPC Contract and correspond to real works, services and items and conform to the provisions of the Design and Execution Contract;
- Ensure the verification within the Payment Certificates of the method of calculation of price adjustment/ indexation;
Ensure the elaboration and transmission to the Contracting Entity of special reports for each change proposed by the Contractor. These reports will include the point of view of the PMO, as well as the technical justification of the change, the financial impact:
- Assist the Beneficiary with the calculation of damages and penalties when necessary;
- Ensure the analysis and acceptance of the "Occupational Health and Safety Plan", submitted by the Contractor, in accordance with the legislation in force and will not allow the execution of any work on the Site before this plan is accepted;
- Manage the business relationship amongst Vendors, Unit 1 staff and refurbishment staff;
- Responsible for ensuring the SNN Board of Directors are updated on the Project status and progress;
Interface with a Corporate Communications representative for internal and external communication needs, including SNN, CNPSA, LEP and OPG Corporate Communications Departments.
QUALIFICATIONS
We are seeking a results-driven professional who has the following:
- Previous role of Refurbishment Project Director for a team that prepared and implemented a Refurbishment Project for at least one refurbishment project at a CANDU unit is a MUST
- Minimum of 15 years of progressive experience in Manager and Director roles;
- Extensive knowledge of Engineering/Construction/Environmental/IAEA related laws, regulations and standards;
- A proven track record in previous large Projects in the Nuclear field;
- Demonstrated experience in CANDU Refurbishments
- Ability to communicate effectively, possess excellent oral and writing skills, and strong facilitation, negotiation, influencing, and presentation skills. Ability to present information clearly and effectively;
- Ability to adequately disposition comments for other management staff;
- Sound judgment and a keen sense of responsibility;
- Ability to work collaboratively with others and lead in a team environment;
- Ability to multi-task and prioritize work to meet objectives and targets;
Ability to make decisions based on established requirements, procedures and practices;

EDUCATION
· General experience in the field of completed studies:
Post-Secondary/University Degree in Engineering with Project Management experience with a bachelor's degree or equivalent (ISCED level 6) and at least 6 years of experience in one of the following fields: Engineering sciences (civil engineering, electrical engineering, energy engineering, electronics engineering, telecommunications and information technology, computers and information technology, systems engineering, mechanical engineering, industrial engineering, mechatronics and robotics, engineering and management, or an equivalent field), mathematics and natural sciences (mathematics, physics, chemistry and chemical engineering, or an equivalent field), social sciences (economic sciences, business administration, economics, management, or an equivalent field);
· Professional Designation/Certification.
