Position Overview
The Strategic Planning Manager provide support to the KSA military personnel in conducting a comprehensive review and assessment of the current Strategic Programs Office to revise the organizational authorities, roles, functions, mission tasks and architecture to counter Chemical, Biological, Radiological, and Nuclear (CBRN) threats. The Strategic Planning Manager will provide Train, Advise, Assist, and Mentor (TAAM) support in KSA military related fields to develop the capability and meet requirements that will strengthen the skills required to successfully perform mission requirements.
Responsibilities / Duties
• Develop a Project Execution Plan, including an internal document to drive process
• Conduct a Baseline Analysis and producing a Scoping Report to include:
• Analyze and review the TOM
• Determine the current capabilities
• After Action Review (AAR) from organization's responses, manning, equipment, C2, planning, training, doctrine, education, and integration with supported organizations (flow of reporting between organizations)
• Produce a Benchmark Analysis Report to include:
• Identification of like/related programs to achieve required capabilities
• Address Crisis Response, support to Civilian Agencies, and Federal Emergency Management Administration (FEMA) requirements (such as structure, manuals, training, planning, command and control, interagency relationships, logistics, etc.)
• Evaluate Civil Response Training and Training Organization Recommendations
• Validate and implement organizational structure, restructuring plan, roles, functions and tasks, and revise authorities, responsibilities, and architecture to optimize capabilities to counter and respond to CBRN threats/events
• Define national policy and strategy, along with processes and procedures
• Develop and execute tabletop exercise
• Validate solutions implemented to close capability gaps
• Validate assessment of MOD manpower and equipment requirements and processes and procedures
• Develop, identify, and implement defense and response plans
• Implement processes, procedures, and interfaces for defense support of civilian authorities
• Develop MOD/Interagency support plan
• Develop training and exercise program
• Develop and execute a large-scale exercise
• Validate As-Is assessment against improvement made in the interim period between start and completion of this requirement
• Other duties as assigned
Minimum Requirements
• Minimum of 15 years of military experience, inclusive of not less than 2 years joint staff experience
• Work experience in developing, structuring, and implementing orientation programs for J5 or operational planning sections at the Division echelon or higher, and program management of J5 orientation program
• Excellent Microsoft PowerPoint, Word, and Excel capabilities
• Superior written and verbal communication skills
• Comfortable in a dynamic work environment
• Proven abilities to instruct, communicate, and engage with senior military and defense officials
• FA59 Officer
• SAMS Graduate or Instructor
• Master s Degree or bachelor s degree from an accredited College or University in National Strategy Policy, Public Policy, or National Security
• CGSC or equivalent graduate
• Joint Professional Military Education (PME) Level I & Level II
• Joint qualified military personnel, Senior Developmental Education (for officers/SNCOs/civilians)
• Staff level work experience at Joint Commands, Service component commands, or Headquarters staff level planning elements
• Former PME, service academy or Professor of Military Science instructor responsible for curriculum related to doctrine
• Previous operational experience during TAAM missions with foreign countries and nationals from third world countries in overseas locations
• Security Clearance
Preferred Skills & Knowledge
• Advanced Degree and Senior Service School Graduate
• Former Department of Defense Military Officer (Major (MAJ) or higher), Senior Noncommissioned Officer (MSG or higher) or Warrant Officer (CW3, CW4, or CW5) or service equivalent
• Retired US military 0-5/6
• Previous Assignment in a Service or Joint Staff (J5) at the Division level or higher
