Role Purpose
To organize, direct and control the operations of the NEOM Healthcare Provider Oversight, HWB Authority, in order to meet quality standards and delivery dates within the HWB regulations and methods.
KEY ACCOUNTABILITIES & ACTIVITIES
Policy and Standards Setting
- Contribute to the design and implementation of NEOM HWB Authority strategic objectives and goals by developing an excellence approach to policy, standard setting and the execution of the HWB Law and regulations
- Use standards to drive up quality, safety, efficiency and effectiveness across all areas of responsibility
- Develop the policy and standard setting for outcome-based care and the system for clinical and cost evaluation of evidence-based guidelines, ensuring this includes the regulatory approach to evidence based guidelines, working in collaboration with Healthcare Coverage and Pricing, Health Insurance and the Therapeutic Goods sections of the HWB Authority and HW Company
- Develop and implement the policy for complaints management, investigation and improvement. In addition, develop and oversee the escalation process for complaints where it has not been possible to resolve at a local healthcare provider level
- Develop and implement the policy for clinical incident management, investigations and improvement, including the escalation process for serious incidents and when there is a need for multi-sector input
- Develop and implement the standards for the analysis of complaints and clinical incidents to proactively identify areas of risk, trends and opportunities for focused improvement actions including the development of a clinical safety warning system
- Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
- Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
- Collaborate with relevant NEOM staff members and leaders to identify required projects and initiatives that support the achievement of NEOM’s HWB vision
- Develop and implement the HWB Authority strategy to ensure a strategic and comprehensive delivery of expert services, systems and outcomes in support of NEOM’s HWB vision
Healthcare Professionals Licensing and Accreditation
- Develop the clinical and educational standards necessary for the licensing of healthcare and social care professional staff with ‘protected titles’ and ensure that these are reviewed and improved upon based on new evidence
- Develop the clinical and educational standards necessary for the accreditation of healthcare and social care staff in new and emerging roles and ensure that these are reviewed and improved based on new evidence
- Oversee the work of the ‘Regulatory Clinical Councils’ including recruitment of the Chairs, approving the objectives and priorities, including digital and resourcing needs
- Develop the detailed processes for the identification, investigation and actions regarding non-compliance with licensing and accreditation rules, including re-training, referrals to Fitness to Practice panels and enforcement actions
- Ensure there are effective processes in place to deliver all categories of licensing and accreditation, including digital tools, third party resourcing, performance and user experience key performance indicators
- Collaborate with other NEOM sectors such as HW Company, Labor, Residency, Education and the base economy to ensure a joined-up approach to staff licensing and accreditation
Healthcare Provider Licensing
- Develop the regulatory processes for the licensing of healthcare providers of regulated activities and ensure that these are reviewed and improved upon as new evidence becomes available
- Ensure there are effective processes in place to deliver all categories of healthcare provider licensing, including digital tools, third party resourcing, performance and user experience as one of the key performance indicators
- Ensuring that the licensing process includes provisions for emergency, standard and investor licensing
- In collaboration with Health Insurance, Healthcare Pricing and Coverage and HW Company develop and implement the Certificate of Need process, ensuring that there is an alignment with related NEOM sectors such as Financial Services, Municipality and Planning
- Working with Healthcare Insurance and HW Company, ensure there is a comprehensive demand and supply analysis carried out annually and refreshed as new drivers of change are identified, in order to support the ‘Certificate of Need’ process for use in determining the number and type of services required for licensing
Essential Standards, Compliance Framework and Enforcement Regime
- In collaboration with key stakeholders develop and implement a schedule of comprehensive ‘essential standards’, that are to be used to assess the compliance of healthcare providers with licensing arrangements and to raise standards in the delivery of care
- In collaboration with key stakeholders develop the detailed technical guidelines that are required to set out the facilities, staffing, equipment and other key resources for each of the service types
- Ensure that the essential standards and the technical guidelines are reviewed and updated as new evidence of best practice becomes available
- Develop and implement a digitally enabled compliance framework and set the schedule of improvement and enforcement actions, ensuring that there is a focus on safety to the service users and public, and an approach that strives for continuous improvement
- Develop, oversee and update the HWB Authority risk register and risk mitigation plan
