Job Description - DIRECTOR, HUMAN RESOURCES SERVICES - Urgent Position

Summary

Formulates and develops HR strategy, aligns, implements, organizes and coordinates the overall practices, activities and functions of Human Resources Services in line with KFSH&RC (Gen. Org.) side strategic objectives and Human Resources Management – Corporate (HRM-C) to achieve its mission, goals, and objectives and to enhance its existing systems, processes and productivity.

Essential Responsibilities and Duties

1. Develops, implements, continuously monitors and updates as necessary the division’s goals, objectives, policies and procedures and other official documents.

2. Develops, the overall HR strategy in line with the KFSH&RC (Gen. Org.) business strategy and HRM –C to achieve its mission, vision and objective to enhance the overall performance

3. Ensures the timely preparation of annual operating budget for all assigned services/ functions and monitors and keeps expenditure within budget.

4. Contributes to the development of the HR function and to HR policies, strategies and business plans which enable KFSH&RC aims and objectives to be achieved.

5. Participations with HRM-C with initialization, formulation, management, planning, budgeting and performance measurement of Human Resources function uses fact-based methodology and appropriate bench marking.

6. Works closely with HRM-C on developing the KFSH&RC (Gen. Org.) workforce planning in partnership with COO, EDMCA, EDNA, and EDAS to ensure that workforce plans are integrated into the KFSH&RC (Gen. Org.) operational strategic plan process.

7. Coordinates with HRM-C HRS will conducts short/ long range planning of the KFSH&RC (Gen. Org.) manpower plan in line with its objectives/ goals and develops astrategic plan for Saudization programs including hiring, educating and developing Saudi nationals to eventually assume the primary professional management and technical positions within the KFSH&RC (Gen. Org.).

8. Provides strategic recruitment advice and assists in the development of recruitment plans as part of the annual business planning process.

9. Develops and implements a creative state of the approved staffing function and marketing plans/ strategies/ programs to meet recruitment goals of attracting, hiring and retaining the highest quality talent. Improvement and expansion of existing staffing systems and processes, designing and implementing new cost effective systems, identifying creative and progressive solutions to a variety of staffing issues, including effective and efficient testing/ selection procedures.

10. Participates in the development, implementation and continuous monitoring and upgrades of the KFSH&RC (Gen. Org.) staff training, career development/ paths, Saudization, redeployment and replacement programs.

11. Plans, organizes, controls and directs operations of the division. Evaluates/ counsels subordinates to improve performance. Makes recommendations for merit increases, selects employees for promotions. Makes disciplinary action, as required.

12. Assigns work, establishes priorities, monitors performances and submits periodical clear and concise administrative and financial reports for all assigned services/ functions. Ensures that all transactions processed through all assigned services/ functions are authentic and are in accordance with KFSH&RC (Gen. Org.) policies, procedures and government regulations as applicable.

13. Maintains collaborative and effective relationships with other key management personnel and keep abreast of significant economy, social and technical trends and regulatory guidelines, which may influence assigned functions/ services and/ or the KFSH&RC (Gen. Org.).

14. Develops and implants approved cost effective local and international recruitment/ staffing strategies/ programs for variety of level from temporary staffing to executive placement that minimize time-to fill turn-over and maximize fit and retention.

15. Monitors and evaluates the efficiency and the effectiveness of service delivery process, assess and monitors work load, administrative and support systems, and internal reporting relationship, identifies opportunities for improvement.

16. Performs research as a basis for recommending changes in division policies and procedures through the latest techniques and related literature.

17. Leads major HR projects to drive change at the individual, team and organizational level.

18. Provides proactive input to the HR Senior Management Team on contemporary and novel HR/ Organizational Development models, practices and interventions to ensure that the HR function remains outward looking and receptive to new ideas and approaches.

19. Re-engineers HR business processes according to best practice that fit KFSH&RC (Gen. Org.) in coordination with HRM-C and ensures that all related IPPs are updated and implemented.

20. Enhances and develops HR balance scorecards and monitors HR performance matrix to demonstrate its value.

21. Assists HRM-C to review the market salary review for western region and inject special requirement that fits Jeddah competitive market.

22. Develops and delivers excellent customer focused model for HR function.

23. Follows all KFSH&RC (Gen. Org.) policies and procedures.

24. Participates in self & others’ education, training and development, as applicable.

25. Performs other related duties as assigned.

Education

Master’s or Bachelor’s Degree in Human Resources, Business Administration or other related discipline is required.

Experience Required

Eleven (11) years of related experience in a large hospital healthcare institution, government or business corporation with Master’s, including five (5) years in a managerial capacity, or thirteen (13) years with Bachelor’s Degree is required.
