Job Description - NGHC Project Management Office Manager

NEOM Green Hydrogen Company Limited (NGHC)

Air Products has entered into an agreement with ACWA Power and NEOM (all 3 have equal ownership) for the development of a $8.4 billion green hydrogen-based ammonia production facility sited in NEOM. This is based on renewable energy principles and the project will integrate over four gigawatts of renewable solar, wind and storage power. It will produce green ammonia for export to global markets. The project is scheduled to be onstream in 2026.

JOB DETAILS

REPORTS TO: Chief Executive Officer, Executive Director Projects

POSITION SUMMARY

  • Manage of NGHC Integrated Management System development
  • Manage development of NGHC business processes, provide necessary support to Leadership Team
  • Manage development of NGHC Project Management System and methodology
  • Manage of IMS and PMS documents and process mappings development
  • Ensure comprehensive support to PMTs to deliver NGHP and HIDC projects on time, on budget and with established quality
  • Manage preparation of monthly and quarterly projects’ progress reports
  • Manage preparation of monthly IMS Development Status Reports
  • Manage and coordinate Risk Management Process for NGHC business and project management activities
  • Manage knowledge management activities of the company.

NATURE & SCOPE

The main functions of this position are:

  • Manage, continuously develop, and improve of NGHC Integrated Management System (IMS)
  • Manage, continuously develop, and improve of NGHC Project Management System (PMS)
  • Develop of Company’s Process Model and IMS Manual
  • Manage development of Company’s PM Manual, documents, procedures, and necessary PM tools
  • Manage development of NGHC business processes
  • Manage development of IMS and PMS documents
  • Manage of process mapping development on the NGHC businesses processes level and on the project management level
  • Manage development of PM Dashboarding system, centralized PM electronic platform
  • Manage and coordinate Risk Management process of the company
  • Coordinate issuance of projects’ monthly progress reports, quarterly constriction reports, quarterly risk reports, etc.
  • Facilitate cooperation and coordination of consolidated risk management between NGHC and APEPC
  • Prepare regular monthly reports and presentations to Leadership Team on business process development status, propose corrective and mitigation measures (IMS Development Status Report)
  • Liaison with Leadership Team in terms of control of actions to be implemented within each NGHC business process
  • Liaison with Project Control Manager to develop necessary Project control tools, templates, procedures, reports etc.
  • Liaison with NGHP and HIDC projects directors (projects’ Elements Leads), and project management teams in terms of development of necessary procedures, tools, templates, and approaches.
  • Liaison with Functional Leads in terms of accommodation of necessary resources, qualification, and skills to PMTs
  • Lead regular PMO meetings with involvement of all Project Execution Team (PET)
  • Manage, organize, and maintain centralized Data Base for NGHC – SharePoint
  • Plan, organize and provide project management and business management trainings to PET.

TECHNICAL KNOWLEDGE AREAS

Role specific requirements:

  • Development experience of Project Management System in companies managing large scale complex international projects
  • Experience in processes mapping
  • Experience in IMS and PMS certification in accordance with worldwide international standards
  • Experience in Risk Management
  • Project management experience in large scale industrial projects through all life cycles
  • High level of engineering knowledge and experience
  • High level of knowledge of strategies development of companies being owners and operators
  • Experience in working within multicultural and international environment
  • Ability to lead and motivate teamwork in culturally diverse teams

General requirements:

  • Able to work independently without supervision
  • Ability to analyze and resolve complex issues, both logical and interpersonal
  • Ability to manage groups towards the required targets in shortest possible time
  • Ability to negotiate and divert conflicts in constructive ends

QUALIFICATIONS REQUIRED

  • High experience in Business Management System development, being on leading positions managing development of Integrated Management Systems of companies leading complex large-scale projects
  • High experience in Project Management System (PMS) development, being on leading positions managing development of PMS
  • High Project Management experience and knowledge
  • Minimum 20 years of extensive experience in large scale international programs/projects
  • Minimum 15 years’ experience working on leading management positions
  • PMP certification (PMI Standard)
  • Experience in program/project management office management and project management systems development
  • Extensive knowledge of international IMS and PM standards
  • Strong communication skills and organization, prioritization, and time management skills
  • Strong analytical, structural thinking, problem solving and writing skills

DESIRED EDUCATION

  • High experience in Project Management System development, being on leading positions managing development of MS
  • Experience being working as PMO Manager, IMS Manager
  • Experience in large scale international programs/projects
  • PMP certified, PgMP certification is an asset

MINIMUM YEARS EXPERIENCE:

  • 20 years of work experience
  • 15 years of work experience in managerial level.
