Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

In this role, you will monitor and resolve security, life safety, and emergency systems affecting Bechtel’s employees and property. You will assist with surveys, audits and with the development of security guard instructions and emergency plans. You will present and explain project or site procedural safeguards to management and clients. Your work will help ensure security program compliance at Bechtel.

• Assist in managing all security aspects at the compound.


• Maintain a strong liaison with Royal Commission (client) Security and attend all relevant meetings.


• Conduct security assessments of offices, hotels, and travel arrangements for project staff as directed.


• Implement and uphold company procedures to meet government security standards and regulations.


• Manage security-related logs, registers, files, records, and reports.


• Coordinate with the driver’s supervisor to ensure security procedures are in place.


• Monitor and provide emergency support for dependent trips, liaising with the Facility Department and Transportation team.


• Ensure gatehouse administrators are well-versed in standard operating procedures (SOPs).


• Oversee the maintenance of security equipment, such as cameras and monitoring systems.


• Provide leadership and counsel to gatehouse administrators and security staff.


• Enforce access control policies and procedures in coordination with RC security and Saudi military.


• Conduct counter-surveillance operations for School transportation, shopping trips, with routes varied weekly. Additional surveillance tasks as assigned.

• University Degree /diploma in discipline relevant to security/risk management, law, or business.


• Minimum of 10 years professional experience in the filed related to Project Security, Risk, Military Service, or similar.


• Knowledge of local law and regulations to be used in support of the project operations.

• Asist Security Manager in conducting threat assessments.


• Asist Security Manager in updating & conducting an evacuation Plan.


• Liaison with local external Security agencies including military, Police etc.


• Strong understanding of security operations and procedures.


• Experience with CCTV and security systems preferred.


• Conducting Security briefings & presentations.


• Maintain communication with security and facility managers of nearby compounds to share best practices.


• Keep updated procedures for wardens, evacuation plans, pandemic flu responses, and crisis management.


• Skill in oral and written communication.


• Ability to work within a culturally diverse organization, recognizing and respecting differences.


• Must be results and solutions orientated and be able to solve problems.


• Capable of dealing and interacting with challenging people and situations.


• Demonstrated ability to make critical decisions quickly.


• High level of skill interfacing with a wide variety of internal and external stakeholders.
