Job Description - HSE Officer

Job Summary:

The HSE Officer is responsible for ensuring that operation comply with environmental health and safety regulations and standards by implementing health and safety policies and procedures and performing periodical health and safety checks on the operation sites. Also responsible for waste management and other issues related for environment.

Strategic / General Duties and Responsibilities / Operational Duties and Responsibilities:

  • Assist the line Manager in developing the Health & Safety guidelines, policies and procedures.
  • Ensure the implementation of the Health & Safety objectives, plans, policies & procedures and assure they serve as basis for all the related operations.
  • Monitor the operating results of the Health & Safety function, compare them to established goals and objectives, and report results to the line manager.
  • Ensure compliance of Health & Safety function operations to company's policies and regulations in order to avoid any discrepancies or unsatisfactory results.
  • Ensure function's alignment with the latest Health & Safety techniques standards and accordingly recommend updating policies and procedures to the line manager.
  • Identify potential hazardous conditions and practices in systems, equipment, facilities, or operations to be used in projects and develop methods for managing such conditions in coordination with the line manager. (Risks assessments).
  • Conduct periodical health and safety checks on company premises to ensure compliance with health and safety policies and guidelines based on the plans developed by the line manager.
  • Conduct training/ awareness sessions for the company employees on health and safety practices and regulations.
  • Report non-compliance with company health and safety policies and guidelines to TQM Manager along with recommended rectification actions.
  • Ensure that all “assessments” as required by legislation are conducted and reviewed at relevant intervals and to maintain records of the same.
  • To recommend control measures and advise on the standard of P.P.E. issued to employees.
  • Immediately contact the line manager, if situations are found, that in the opinion of the HSE officer, require immediate rectification or the stopping of any operation.
  • To highlight areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or H.S.E. guidance.
  • Provide written instructions of work methods outlining potential hazards and precautions, and ensure they are complied with.
  • Ensure all employees and sub-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate.
  • Ensure that all new employees in the company are provided with a copy of the policy statement, receive such induction training as may be laid down in procedures, are issued with personal protective equipment as required and their personal responsibilities as set out in this manual.
  • Reprimand any employee for failing to discharge their health and safety responsibilities.
  • Set a personal example with regard to health and safety matters.
  • Follow up and monitor waste management activity in the processing plant.
  • Follow up and monitor treated water readings, ensure that to keep it within the parameters.
  • Develop the relevant health and safety reports including the incidents that occurred, the site in which the incidents occurred, the recorded time of the incident and the recommended course of action. (lead investigation)
  • Provide advice, guidance, direction, and authorization to function's personnel to carry out major plans and procedures, consistent with established policies.
  • Communicate and discuss the function's guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.Make rehearsals on evacuation drills and nominate emergencies team members, prepare sites safety maps. (Fire extinguisher, emergency exits and gathering points).
  • Serve as key person in the firefighting systems related matters. (Services, renewal and periodical maintenance).
  • Provide protective tools, clothes and safety requirements when and where required.
  • Delegate some of the responsibilities to appropriate subordinates in order to benefit from smooth running of the function's operation.
  • Provide guidance and leadership to all function's employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the function.
  • Conduct annual performance appraisal to review employees' work performance.
  • Perform other duties & tasks related to the job as assigned by the line manager.
  • The ability to work in remote area.

Skills

Qualifications:

  • Bachelor degree (HSE) ”or other related fields”
  • 0-5 years of experience in the same filed
