Job Description:

Parsons is looking for an amazingly talented Safety Compliance Inspector – Transport & Mobility (Saudi National) to join our team! In this role you will get to conduct inspections, audits, and investigations to ensure compliance with safety regulations, standards, and internal policies across transport and mobility assets, including rail, metro, bus, highways, depots, stations, workshops, and related infrastructure. You will play a key role in identifying safety risks, promoting regulatory compliance, and supporting continuous improvement to enhance operational safety and reliability.
 

What You'll Be Doing

  • Conduct planned and unannounced inspections of transport and mobility facilities, infrastructure, vehicles, depots, stations, workshops, and operational activities.
  • Verify compliance with applicable safety legislation, regulations, standards, permits, licenses, and internal procedures.
  • Perform routine safety inspections to identify hazards, unsafe acts, unsafe conditions, and regulatory non-compliances.
  • Participate in formal safety audits and assist with documenting findings, observations, and corrective action plans.
  • Monitor implementation of corrective and preventive actions resulting from inspections and audits.
  • Review safety documentation including risk assessments, method statements, permits-to-work, operating procedures, training records, and compliance documentation.
  • Verify that required certifications, licenses, permits, and approvals remain valid and current.
  • Monitor implementation of regulatory directives, notices, recommendations, and improvement actions.
  • Participate in investigations of incidents, accidents, and near misses from a regulatory and compliance perspective.
  • Collect evidence including photographs, witness statements, records, and documentation to support investigations.
  • Assist in root cause analysis and recommend corrective actions to prevent recurrence.
  • Prepare accurate inspection, audit, and investigation reports documenting findings, non-compliances, and recommendations.
  • Maintain inspection records, audit reports, follow-up actions, notices, and regulatory documentation within approved systems.
  • Escalate significant safety risks, regulatory breaches, or imminent dangers to senior safety personnel.
  • Liaise with operators, contractors, consultants, and internal stakeholders to communicate inspection findings and regulatory requirements.
  • Provide guidance on compliance with safety legislation, regulations, standards, and best practices.
  • Support safety awareness campaigns, toolbox talks, and safety briefings.
  • Contribute to the development and improvement of inspection checklists, procedures, and regulatory guidance.
  • Analyze recurring safety issues and recommend continuous improvement initiatives.
  • Participate in professional development activities to maintain knowledge of evolving regulations and industry best practices.
  • Perform other responsibilities associated with this position as appropriate.
     

What Required Skills You'll Bring

  • Saudi National.
  • Diploma or Bachelor's Degree in Occupational Safety, Engineering, Environmental Health, or a related discipline.
  • Minimum 5 years of experience in safety inspection, HSE, regulatory compliance, or operational safety.
  • Experience within infrastructure, transportation, industrial, construction, or mobility environments.
  • Working knowledge of applicable health, safety, and environmental legislation, regulations, standards, and codes of practice.
  • Experience conducting site inspections, compliance audits, and regulatory assessments.
  • Experience reporting safety non-compliances and monitoring corrective and preventive actions.
  • Familiarity with incident investigation processes and root cause analysis methodologies.
  • Strong analytical skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to prepare professional inspection reports and regulatory documentation.
  • Ability to work independently and effectively manage field inspection activities.
  • Proficiency in Microsoft Office applications and digital inspection/reporting systems.
  • High level of integrity, objectivity, and professionalism.
     

What Desired Skills You'll Bring

  • Experience within the transport and mobility sector, including rail, metro, bus, highways, depots, stations, or related infrastructure.
  • Professional safety certification such as NEBOSH, IOSH, or an equivalent recognized safety qualification.
  • Knowledge of risk assessment methodologies and safety management systems.
  • Experience supporting regulatory authorities or compliance monitoring programs.
  • Familiarity with international safety standards and industry best practices.
  • Experience participating in accident investigations and safety audits.
  • Strong stakeholder management and communication skills when working with operators, contractors, and regulatory agencies.
  • Ability to identify safety trends and recommend process improvements.
  • Experience working within large infrastructure or transportation programs.
  • Commitment to continuous learning and professional development.
  • Ability to work collaboratively within multidisciplinary project teams while promoting a strong safety culture.
