Job Description Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa. Provide high level technical and professional expertise to the IT department and other client functions for delivering the necessary technology services to the business. As needed, recommend, develop and improve the client`s computing and communication infrastructure to reflect the current and long-range trends in technology.
1. Develop project/service rationale and perform scoping assessments to determine feasibility; provide guidance and advice regarding vendor selection and implementation process.
2. Highlight/identify gaps in existing functionality and review requirements with stakeholders.
3. Develop comprehensive requirement specifications that will determine the estimate of cost, time and resources to deploy solutions.
4. Research and recommend high level functional and/or technical solutions.
5. Review and evaluate proposals for new systems, infrastructure or cross-company applications and provide guidance and advice regarding vendor selection and implementation process.
6. Develop project estimates and complete financial model (costs, savings, revenue opportunities, investment horizon, etc.).
7. Ensure that relevant stakeholders are involved in specification of new services and/or major upgrades to existing services.
8. Modify existing applications or direct programmers and analysts to make changes; test programs or applications, correct errors and make necessary modifications.

Job Skills Managerial duties:
