ROLE OVERVIEW

We are developing a modern transport system across TROJENA Region and need a suitably qualified and experienced Transport Engineer or Transport planner with transport infrastructure design, development and operations experience who can help us deliver the objectives of the Trojena Detailed Master Plan.

Working within the TROJENA Proponent, Mobility Department, this position is responsible for overseeing the Trojena Mobility strategy development, implementation, and operations of the transport modes from the detailed masterplan including procurement, implementation, and operations.  The role will also encompass the development of business case opportunities and modelling various mobility scheme applications from interpreting and updating traffic impact studies, present options and recommendations on effective utilisations of an integrated transport system and solutions. The role will lead and coordinate with the various TROJENA development teams, NEOM internal and external stakeholders to drive the program to operational readiness across various mobility modes incorporating Funicular, Ropeways, Road, Marine and associated Transport infrastructure assets.  In addition to similar requirements for micro mobility modes.

REQUIREMENTS SUMMARY

• planning and execution of deployment strategies for various future mobility modes, considering infrastructure requirements and operational feasibility.
• Ensure smooth and efficient operations of all future mobility services, optimizing routes, scheduling, and maintenance procedures
• Utilize data analytics and forecasting tools to monitor and improve the performance of future mobility services, making data-driven decisions.
• Experience with developing and reviewing Traffic impact studies, mobility feasibility studies and reviewing of modeling reports.
• Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
• Ability to build and sustain strong relationships with internal and external stakeholders.
• Competence in negotiating with stakeholders to achieve mutually beneficial outcomes.

ROLE COMPETENCIES & ACTIVITIES

The Supplemental Manpower Process Manager responsibilities will include, but not be limited to:

Stakeholder Management

• Build and maintain strong relationships with stakeholders through regular communication and meetings.
• Analyze stakeholders’ needs, interests, and influence to prioritize engagement strategies.
• Develop and implement stakeholder engagement plans tailored to different stakeholder groups.
• Act as the primary point of contact for stakeholders, addressing their concerns and providing updates on relevant activities.

• Provide regular reports to senior management on stakeholder engagement status, risks, and opportunities.
• Use feedback and data to refine and improve stakeholder management strategies.
• Coordinate stakeholder involvement in projects, ensuring their feedback is integrated into planning and decision-making processes.
• Track and monitor stakeholder engagement activities and their impact on project outcomes.

Leadership

• Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
• Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
• Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

• 5+ years in Transportation Engineering, Transport planning or Transport Operations.
• Be able to analyse data, identify issues, and propose solutions in accord with adopted polices, legislation and guidance.
• Be able to identify and interpret data which informs the monitoring of a transport strategy implementation.
• Be able to summaries issues, objectives, and options, and make recommendations
• Be able to work on own initiative and as part of a team.
• Be able to plan, priorities, co-ordinate and deliver a range of parallel running projects and deliverables.
• Ability to manage multiple enterprise level/high traffic projects, meet deadlines, interface with different sectors and stakeholders and work in a fast-paced technology driven environment.
• Knowledge of Engineering, Project and Construction Management principles, practices, and procedures.
• Knowledge of resource management tools
• Ability to work within a diverse environment with people of differing backgrounds and nationalities
• Strong attention to details and technicalities.
• Excellent organizational and technical skills.
• Good interpersonal and multi-tasking skills.
• High level of emotional intelligence and diplomacy.

Qualifications

• Bachelor’s degree in engineering, Transport Planning or comparable is mandatory.
• Master’s in engineering, Business Administration or comparable is desirable
• Project Management Professional certification is desirable
• Relevant Professional Memberships/Accreditation is desirable.
