JOB PURPOSE
The Learning & Development Specialist is responsible for developing, implementing, and continuously improving the competency assurance system for Maintenance personnel through structured classroom learning, practical workshops, simulation, coaching, and structured On-the-Job Training (OJT). The role supports safe, reliable, environmentally responsible and efficient plant operations by identifying competency gaps, conducting Training Needs Analysis (TNA), developing competency-based learning programs, facilitating technical training, conducting competency assessments, maintaining learning records, and supporting employee qualification and authorization processes. The position partners closely with Maintenance, Operations, Engineering, Reliability, Process Safety, HSE, HR, and Subject Matter Experts (SMEs) to ensure employees possess the required technical competencies to perform their work safely, effectively, and in compliance with Tronox standards.
KEY RESPONSIBILITIES – Competency Development
· Deliver classroom, practical workshop, field coaching, and structured OJT programs.
· Conduct Training Needs Analysis (TNA) with department leaders.
· Identify competency gaps using competency matrices, performance data, incident learnings, audits, and business requirements.
· Develop and continuously improve competency-based training curricula.
· Develop CETP, JRTP, OJT, qualification pathways, and technical development programs.
· Develop structured learning pathways for new hires, experienced employees, multi-skilled personnel, and succession planning.
Training Material Development
· Develop technical training manuals, presentations, SOP learning guides, assessment packages, and reference materials.
· Convert operational procedures, maintenance work instructions, OEM manuals, and engineering standards into effective learning materials.
· Collaborate with SMEs in developing technical learning content.
· Develop blended learning solutions including instructor-led, digital, self-paced, and workplace learning resources.
Competency Assessment
· Conduct theoretical and practical competency assessments.
· Develop written examinations, practical assessment checklists, and question banks.
· Verify employee competence against defined competency standards before qualification or authorization.
· Support periodic competency reassessment and reauthorization programs.
Learning Administration
· Maintain employee learning records, competency matrices, qualification status, and training history.
· Prepare monthly competency reports and updates.
· Maintain compliance with LMS requirements and document control standards.
· Coordinate annual plan and monthly training calendars with stakeholders.
Continuous Improvement
· Evaluate training effectiveness using learner feedback, assessment results, workplace observations and operational performance.
· Recommend improvements to competency programs.
· Participate in capability improvement initiatives.
Safety & Compliance
· Ensure all learning programs comply with Tronox Safety Standards, Process Safety Management (PSM), environmental requirements, and company procedures.
· Promote Human Performance principles, Learning from Events, and Safe Work Practices.
· Support competency requirements associated with Permit to Work, Isolation, Critical Risk Management, and Life Saving Rules.
QUALIFICATIONS, EXPERIENCE & SKILLS
· Bachelor's Degree in Mechanical Engineering.
· Minimum 5 years industrial maintenance experience in heavy industry.
· Minimum 3 years technical training, coaching, mentoring, or competency development experience.
· Experience in chemical processing, mining, petrochemical, power generation, or heavy manufacturing.
· Experience with competency-based training systems.
· Experience with LMS and competency management software is advantageous.
