Overview


The job holder is responsible for leading the development and continuous enhancement of procurement planning, governance, performance management, and excellence frameworks by establishing policies, controls, standards, and best practices to ensure compliant, efficient, and value-driven procurement operations that support informed decision-making and organizational objectives across NHCI.


Key Responsibilities



  • support the development and enhancement of procurement policies, procedures, standards, and governance frameworks.

  • Monitor compliance with procurement policies, procedures, controls, and approval authorities, and report non-compliance findings.

  • Contribute to procurement planning activities by collecting, validating, and analyzing procurement requirements and demand forecasts.

  • Support the preparation and maintenance of procurement plans, sourcing pipelines, and procurement calendars.

  • Analyze procurement performance data and prepare KPIs, scorecards, dashboards, and management reports.

  • Conduct procurement compliance reviews and assessments to identify risks, control gaps, and improvement opportunities.

  • Investigate procurement delays, process bottlenecks, and non-compliance cases, and recommend corrective actions.

  • Support the implementation of continuous improvement, process optimization, and digitalization initiatives within the procurement function.

  • Perform benchmarking and market research activities to identify leading procurement practices and improvement opportunities.

  • Evaluate audit observations, lessons learned, and regulatory updates, and recommend enhancements to procurement processes and controls.

  • Support the development and delivery of procurement awareness and training materials to promote compliance and best practices.

  • Coordinate with Finance, Legal, Risk, Internal Audit, and other stakeholders to support procurement governance and reporting requirements.

  • Prepare analytical reports, insights, and recommendations to support decision-making and procurement performance improvement.

  • Provide subject matter expertise and guidance on procurement planning, governance, performance management, and procurement excellence practices.


Qualifications & Requirements



  • Bachelor’s degree in Supply Chain Management, Procurement and Supply, Business Administration, Finance, or Law, or any related field is required 

  • 9 years of relevant experience

  • Certifications in CIPS (MCIPS), CPSM, CSCP, WorldCC Contract & Commercial Management – Practitioner or Advanced are optional
