Job Description - Quantity Surveyor

Business Line: Operations,Planning & Control (Rigs/MRO)

Quantity Surveyor

  • Professional expertise in cost management, procurement, and financial control to ensure the successful delivery of the projects within the defined budget and to the satisfaction of the client in accordance with Company policies and Procedures.

Key Accountabilities
  • Quantity Measurement: Conduct detailed quantity take-offs and measurements of materials, equipment, and labor required for shipyard projects. Identifies and quantifies the materials that have been installed or incorporated into the project. This includes measuring the quantities of equipment, materials, and labor used.

  • Financial Reporting: Provide regular financial reports and updates to project stakeholders, including clients, management, and other relevant parties. These reports include cost forecasts, cash flow projections, and cost analysis, helping stakeholders make informed decisions. Prepares and reviews progress payment applications and valuations based on the work completed and materials installed at different stages of the project. They ensure that payments to vendors and subcontractors align with the project's progress and contractual agreements.

  • Calculation of Payment Amount: Using the agreed-upon valuation methods specified in the contract, the Quantity Surveyor calculates the payment amount based on the percentage of completion and the corresponding value of work completed. They consider any approved variations or additional work orders that impact the payment calculation.

  • Cost Estimation / Variation Assessment: Assess and quantify variations and additional work requests. Responsible for accurately estimating the costs of materials, labor, equipment, and other resources required for a project. Provide accurate cost evaluations for change orders and claims.

  • Assessing Work Completed: Works closely with project teams to assess the progress of work completed on the project. Review project plans, site inspections, and reports to determine the percentage of completion for each task or milestone.

  • Cost Control: Monitor project costs throughout its lifecycle, comparing actual costs against the estimated budget. Identify any discrepancies, analyze the reasons for cost variations, and take necessary measures to control and manage costs effectively.

  • Invoicing: Prepare project invoices and follow up on the related payments.

  • Procurement and Tendering: Involved in the procurement process, preparing and evaluating tender documents, and advising on the selection of contractors and suppliers. Ensure that the procurement process is fair, competitive, and in compliance with relevant regulations.

  • Contract Management: Play a key role in contract administration. Prepare and review contract documents, negotiate terms and conditions, and manage contractual relationships with clients, contractors, and suppliers. Also handle claims and disputes related to costs and variations.

  • Risk Management: Assess and manage financial risks associated with projects. Identify potential risks, such as cost overruns or contractual disputes, and develop strategies to mitigate them. Also ensure compliance with legal and regulatory requirements related to cost management.

Education
  • Bachelor’s Engineering Degree (or Equivalent).

  • PMP Certificate preferable (but not essential)

  • Fluent in English (Reading, Writing, Speaking)

  • Arabic is not essential but could be advantageous.

  • Proven skills and competencies in the following:

    • Excellent knowledge MS Office (excel, word, power point etc.), Primavera P6 preferable.

    • Cost Estimation and Analysis.

    • Financial Management.

    • Communication and Negotiation.

    • Technical Knowledge.

    • Analytical and Problem-Solving Skills.

Experience
  • At least 5-9 years of experience with shipyard industry.
