The Resident Program Manager II (RPM II) is responsible for coordinating all ATA activities in the partner nation to which they are assigned and serves as the primary liaison with RSO, Embassy staff and partner nation officials. The RPM II reports to the DS/T/ATA Program Manager at DS/T/ATA Headquarters, Dunn Loring, Virgina and receives day-to-day oversight from the Regional Security Officer (RSO). The RPM II works closely with the RSO and other U.S. Government agencies as appropriate. The RPM II receives policy directives from ATA and is responsible for implementing program objectives, increasing law enforcement capacity by developing subject matter expertise and promoting counter terrorism best practices and long-term sustainability. The RPM II represents ATA interests in the partner nation and is responsible for assuring the successful delivery of training and equipment. The RPM II supervises and coordinates the efforts of all ATA personnel in-country which may include a Deputy RPM, locally employed staff, logistical coordinators, mentors as well as ATA training delivery staff. This position is critical to the successful management of the Country Implementation Plan. This position may also serve in “pre-pay” program support, DoD program support, or any other funding status to support any program administered by DS/T/ATA.
Major Duties:
• Provides liaison with RSO and other US Embassy personnel to identify ATA mission priorities and coordinate mission requirements.
• Briefs United States Government (USG) officials on the program, initiatives and status of the in-country ATA program.
• Provides supervision and guidance to all in-country ATA personnel; monitors, reviews and evaluates performance, provides advice and guidance, assigns work, and resolves day-to-day operating problems; coordinates instructor team activities during in-country deployment.
• Ensures all ATA personnel and programming activities comply with the requirements of the Chief of Mission.
• Provides liaison with partner nation officials to facilitate training and equipment delivery, identify training venues and determine future training requirements.
• Monitors program to determine that training is scheduled when needed, is meeting predetermined objectives, is being provided to appropriate host country personnel, (vis-à- vis assignment, rank, responsibility and organizational membership), etc.
• Provides subject matter expertise and advises the development, training and sustainment of host government law enforcement leadership. Works with the partner nation to develop SOP’s and implement best practices along with unit management, administration and operational support capabilities.
• Ensures training facilities are adequate to support training and mission requirements and oversees construction, refurbishment, facility operations and maintenance.
• Records lessons learned during training and recommends methods of improving future activities.
• Prepares cables, reports, briefs, and other documentation of in-country ATA program activities; submits situation reports to DS/ATA Program Manager assuring timely and accurate reporting of all program activities, sensitive issues and successes; immediately reports any emergencies to ATA and the RSO; facilitates ATA in country communications (e-mail, R/R radio, cellular phone, landline and satellite phone).
• Under the guidance of the RSO, takes the lead in the development of the Mission Strategic Plan as it pertains to the ATA program.
• Represents ATA in the identification, development and oversight of all ICASS-related services.
• Oversees Administrative Fund and all other expenditures as required to support the mission.
• Assists the DS/T/ATA Program Manager by providing fiscal data, monitoring budgets, drafting justification and suggesting clearance of expenditures to the DS/T/ATA Program Manager.
• In cooperation with RSO, establishes and briefs, to all in country personnel, an Emergency Action Plan (EAP) to include procedures for emergency notification and evacuation of all in country personnel in the event of an emergency; requires security briefing attendance as mandated at Post; briefs all incoming ATA personnel upon arrival on local safety, health, driving and political/cultural conditions; stays aware of and briefs ATA personnel on current threat levels; maintains personnel data and emergency contact information for deployed personnel.
• Arranges for billeting and local transportation of ATA personnel and instructors in-country.
• Coordinates the local purchase of equipment, supplies, and materials as required to support training; advises DS/ATA Program Manager of any pending equipment requirements to conduct training; coordinates the receipt of all ATA shipments on behalf of the RSO, process through customs, arranges for delivery to training site; stores, safeguards and accounts for all equipment and materials.
• Has primary responsibility for development and implementation of a country specific end-use monitoring program, in concert with direction of the ATA Logistics and Compliance Manager.
• Oversees the overall inventory, accountability, warehousing, procurement, maintenance and serviceability of all tactical equipment, supplies, and materials needed to deliver the in-country training program.
• Responsible for accountability, safe and secure storage, transportation, and inventory of all equipment, especially firearms, ammunition and pyrotechnic devices (explosives) from the shipper into the host nation; prepares inventory and reports as required.
• Plays a lead role with the ATA Program and Host Nation after shipments are cleared into the host nation to coordinate the process resulting in transfer of equipment to the host nation.
• Reviews and provides initial approval for work orders for construction and other logistical projects; submits work orders to ATA for final approval.
• Provides day-to-day coordination, liaison and oversight of host nation contractors responsible for the construction of in-country ATA training facilities and ensures work is completed satisfactorily.
