The successful applicant will be a part of our Middle East Hub team, supporting clients in KSA on the development of large-scale emergency management frameworks.
This is a fee-earning role in which you will primarily represent Control Risks as a trusted adviser to one of our major clients in KSA. You will play a central role in the development and implementation of a citywide emergency response framework over a 2–3-year period. Your expertise will be crucial in ensuring that our project is delivered to the highest quality and on time.
This is a hands-on role, supporting the Associate Director in the operational planning and management of a long-term client engagement.
Leveraging your direct emergency management experience in government, local authority, emergency services, or public safety, you will:
- Design and implement multi-agency frameworks and plans for city and local district response to major incidents (man-made and natural hazards).
- Develop command and control response structures for government and emergency service responders.
You will ensure effective communication and collaboration across agencies by working with stakeholders from government and non-government agencies to identify and implement operational and technical needs.
Lead community preparedness by:
– Conducting multi-agency responder training and exercising programs.
Provide quality oversight of operational and document-based deliverables and compliance with relevant policies, standards and methodologies.
Requirements
KNOWLEDGE AND EXPERIENCE:
Essential:
- Ten (10) years of progressive work experience in emergency management and/or disaster planning.
- Experience providing such work in an emergency response agency or consultancy setting.
- Knowledge of standards in emergency management, such as the UK's Joint Emergency Services Interoperability Principles (JESIP) and the US equivalent, NIMS (National Incident Management System), ICS (Incident Command System), or other equivalents in other countries.
- Understanding of project budgeting and capture, project management, and project closure processes (essential).- Knowledge and experience in designing and implementing multi-agency frameworks and planning that enable the coordination and communication of response efforts against multiple major incident scenarios (man-made and natural hazards) at city and local district levels.
- Working with stakeholders from government and non-government agencies including the identification and implementation of varying operational and technical requirements.
- Knowledge and management of emergency service response mechanisms and processes such as incident management systems.
- Development of command-and-control response structures applicable for government and emergency service responder agencies.
- Conduct multi-agency responder training and exercising programs.
Preferred:
- Experience of delivering consultancy-based engagements in the Middle East.
- Experience of managing a small team.
QUALIFICATIONS AND SPECIALIST SKILLS:
Essential:
- Bachelor’s degree from an accredited college or university with a major in Emergency Management, Public Safety or a related risk management field.
- Certification as an Emergency Manager.
- Experience in a leadership project manager role.
- Excellent report writing and presentation skills.
- Ability to liaise with and build successful client relationships.
- Ability to quickly assimilate large quantities of new information.
Preferred:
- Master’s degree (essential) from an accredited college or university with a major in Emergency Management, Public Safety, or a related risk management field.
