Senior Director - Development (Utilities) (MAS5-20003780)

Qiddiya Investment Company is looking for a highly skilled and results-driven Senior Director - Development - to oversee the planning, design, and implementation of essential utility infrastructure for our ambitious entertainment and leisure project. This role plays a crucial part in ensuring that Qiddiya can support a wide range of attractions and facilities with reliable utility services.

As the Senior Director – Development, you will be responsible for overseeing the development of the brief, Master planning, Design and Construction of all assets and plots contained within the designated districts and precincts. You will maintain accountability for governance, compliance and commercial / Cost management for all projects that are delivered within the geographical remit. You will be responsible for the implementation of the Target Operating Model and Stage Gate Reviews across their districts.

Key Responsibilities

• Oversee the preparation of business cases, planning, design, stakeholder engagement and management, project controls, operator handover and closeout.
• Review and update development brief outlining district scope including objectives, timing and budget to guide the concept’s overall direction.
• Conduct site visits, respond to queries, assess and review bids; technical and commercial to ensure successful delivery of all assets.
• Engage with key stakeholders, government entities, third-party purchasers and developers, operators and other Qiddiya districts teams.
• Manage the achievement of the team’s objectives through effective leadership by setting individual objectives, managing performance and developing the team to maximize performance.
• Provide overall direction and guidance to mentor, coach, motivate and challenge team players providing opportunities for growth and development
• Promote sustainable utility practices and innovative solutions to enhance operational efficiency.

• Bachelor’s or Master’s degree in Engineering or a related field.
• 25 Years experience within the utilities sector; have undertaken similar roles for at least 5 years
• Strong background in planning and executing utility projects, including knowledge of regulatory frameworks and industry standards.
• Exceptional project management skills, with proficiency in budgeting and resource allocation.
• Demonstrated ability to lead cross-functional teams and deliver results under pressure.
• Strong analytical and problem-solving skills to identify solutions and mitigate risks.
• Excellent communication and interpersonal skills for effective stakeholder engagement.
• Experience with sustainability initiatives in utility management is a plus.
