Senior Director - Survey and Registration (MAS9774)

Qiddiya Investment Company is seeking a highly skilled and strategic Senior Director - Survey and Registration to lead the survey and registration functions within the development of our iconic entertainment destination. In this critical role, you will oversee all surveying activities and ensure effective management of land registration, boundary determination, and geospatial data management, playing a key role in the successful execution of the Qiddiya project.

As the Senior Director of Survey and Registration, you will be responsible for establishing standards and practices for surveying, ensuring compliance with all legal and regulatory requirements, while also innovating and enhancing processes to support the overall project objectives. Your leadership will guide a team of professionals in delivering high-quality survey services essential for project planning and execution.

Key Responsibilities

• Lead establishment and operationalisation of the Qiddiya survey and property registration team
• Responsible for establishing and implementing standards, policies and processes across land and property surveys, 3D data capture, scan to CAD, as built survey standards.
• Recruit, manage, mentor and assist team in effective performance of the division.
• Direct all surveying requirements, including topographic surveys, ground controls, land/plot setting out, 3D laser scanning. area measurement for lease and land plans.
• Manage all aspects of division operations, including budgeting, team performance, equipment procurement and maintenance.
• Establish relationships and work closely with Real Estate General Authority and Municipality for the submission of property registration and survey plans.
• Check and calculate area measurements in line with Qiddiya standards, approved designs and as-built drawings.
• Establish and manage the Qiddiya land and property registry
• Manage registration of subdivision plans from master developers with Digital Information
• Manage registration process of individual plots and easements with KSA wide registry via RER.
• Maintain stakeholder relationships with land registration related entities, e.g., RER, REGA
• Lead and manage all surveying activities and land registration processes for the Qiddiya project.
• Develop and implement surveying standards, methodologies, and best practices to ensure accurate and timely data collection.
• Coordinate with various stakeholders, including architects, engineers, and project managers, to support project development with precise geospatial data.
• Ensure compliance with relevant regulations and standards related to land surveying and registration.
• Oversee the management of geospatial data systems and technologies to optimize data collection and analysis.
• Provide leadership, mentorship, and training to the survey team to enhance skill levels and performance.
• Participate in strategic planning and decision-making processes within the context of land management and project delivery.
• Collate and present data to support reporting and compliance requirements for internal and external stakeholders.

• Bachelor's degree in Surveying, Geomatics, Engineering, or a related field (Master's degree preferred).
• A minimum of 14 years of experience of relevant experience in leading land surveying, registration, or a related field, ideally within large-scale development projects.
• Professional accreditation or registration as a surveyor is highly desirable.
• Strong knowledge of surveying techniques, land registration laws, and geospatial technology.
• Proven experience in leading and managing surveying teams in complex environments.
• Excellent project management skills with the ability to manage multiple tasks and projects simultaneously.
• Strong analytical skills with proficiency in data interpretation and reporting.
• Effective communication skills, both written and verbal, with the ability to engage and influence stakeholders.
• Experience in utilizing modern surveying and geospatial technologies is an advantage.
