Job Description - Senior Manager - Proposals PMC

Job Summary

The Senior Manager - Proposals is responsible for the development of technical and commercial proposals for the PMC Sector. The jobholder is required to lead and manage the entire proposal development life cycle from supporting the tender participation decision process, coordinating prequalification requirements, developing competitive technical and commercial proposals in a timely and cost effective manner. The jobholder is also responsible to manage interactions between the Proposals Department and all subject matter experts across K&A to support the proposal development process. The jobholder is also responsible to attract, develop and standardize PMC proposal development capabilities across the entire firm.

Key Responsibilities

Support Geographies’ Proposals Departments with prequalification requirements

Coordinate with Geographies’ Proposals Departments on procurement of design RfPs

Identify project and contract risks that preclude tender participation

Provide high level project delivery costs and price estimates prior to the development of the proposals based on market intelligence and experience

Support the Senior Director - PMC and Geography Managers in PMC participation decision making through estimating high level project delivery costs and likelihood of winning

Develop bid strategy for proposals with Geography Managers, based on competitive landscape, market conditions, firm strategy, etc.

Assign Proposal Managers and proposal engineers to lead technical and commercial proposal preparation

Ensure coordination with the Knowledge Management Department to ensure availability of updated design staff resumes, project references and other required information in the required formats for proposal development

Lead the coordination with Supervision Departments in Geographies for the determination of design and supervision resources to be included in PMC proposal submittals, as per RfP requirements

Liaise with the Contracts Department for review of contract terms and conditions

Lead the coordination with Supervision Departments in Geographies for the validation of project delivery costs based on man-hour estimates, project durations, outsourcing requirements / partnershio fees, expert advice etc.

Ensure project cost is competitive and challenge project cost assumptions and calculations to increase the proposals’ competitiveness, as required

Finalize technical and commercial (excluding margins) proposals in coordination with respective design Sector / Department Heads and Supervision Managers, as required

Ensure incorporation of project margins into final pricing as per Geographies direction

Ensure coordination with Geographies for the submission of tender requirements, such as bid bonds, performance bonds etc.

Coordinate with Geographies’ Proposals Departments for the packaging and submittal of proposal packages as per client instructions

Enforce corporate policies and procedures within the Proposals Department

Required Qualifications, Experience, and Skills

Bachelor’s Degree in Engineering

15+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional/multinational engineering consultancy firm

Minimum 10 years of experience in proposal development preferably in PMC

Significant industry experience within the Middle East

Solid knowledge of all aspects of proposal development including technical and commercial proposals

In depth knowledge of tendering procedures in the Middle East, especially with government authorities

Proficiency in spoken and written English and Arabic

Good Communication skills, Presentations Skills & Interpersonal Skills

Excellent technical writing skills
