Procurement Officer

Location: Saudi Arabia - **Salary**: 12,000-18,000 SAR/month

We are seeking a dedicated and organized Procurement Officer to provide essential support to our Senior Procurement Lead or Manager in executing the Company's procurement process effectively. As a Procurement Officer, you will play a crucial role in ensuring the smooth flow of procurement activities and contributing to the success of our supply chain operations.

Role and Responsibilities:

• Collaborate closely with the Procurement Manager, taking direction and guidance to carry out procurement-related tasks efficiently.
• Administer the procurement process, adhering to established policies and procedures.
• Implement procurement instructions, policies, and procedures to maintain consistency and compliance within the organization.
• Assist in creating Purchase Requests (PR) and oversee their approval process.
• Process low-value Purchase Requests (PR) with identified supplier base.
• When required, create Sourcing Requests (SR) to facilitate procurement activities.
• Contribute to the development of tender documentation and pre-qualification materials.
• Assist in developing evaluation templates and models for procurement purposes.
• Conduct Request for Proposal (RFP) processes based on criteria such as lowest cost and approved suppliers with a well-identified supply base.
• Support the development of commercial and technical evaluation methodologies.
• Create evaluation resources and progress documents to ensure efficient evaluation procedures.
• Prepare guidance documents and pro-forma excel analysis templates for evaluation teams.
• Develop draft report templates to streamline the reporting process.
• Make informed decisions for awarding business based on Total Evaluated Rate (TER) or Total Evaluated and Adjusted Rate (TEAR) for low-value purchases.
• Conduct RFPs for low-value repetitive items to enhance procurement efficiency.
• Establish and maintain catalogues as required.
• Provide support for approvals and release of Purchase Orders (PO).
• Monitor open Purchase Orders (PO) and ensure timely closures.
• Ensure seamless transfer of Purchase Orders (PO) to suppliers and confirm their receipt.
• Act as the first point of escalation for supply/payment issues and ensure timely resolution.
• Monitor supplier performance to meet targets and identify opportunities for improvement in the supply chain process.
• Collaborate with the Procurement Department and other Sectors and Departments as needed.

Qualifications & Experience:

• A degree in Engineering, Quantity Surveying, Business, Commerce, or a related field.
• Possession of relevant professional qualifications such as CIPS (Chartered Institute of Procurement & Supply) or equivalent is a plus.
• Ideally, 1 to 3 years of experience in procurement or similar activities, gained in corporate, private, or public sectors.
• Strong understanding of procurement concepts, processes, activities, and industry trends.
• Familiarity with basic contracting principles and practices, including tendering, subcontracting, and outsourcing management.
