Job Description - Assistant Director, Trust Services - Urgent Hiring

Reporting Structure: Director, Trust Services

This position prefers candidates with legal background. The incumbent is required to design the entire transformation cycle, business process re-engineering and technology implementation for SAL’s Trust Service, efficacy and effectiveness of strategic partnerships and stakeholder management. Also, to oversee current and develop new Standard Operating Procedures to manage current and new Trust services.

Key Responsibilities 

(1)         Appointment of Commissioners for Oaths and Notaries Public

  • Provide effective secretariat support for the Board of Commissioners for Oaths and Notaries Public; 
  • Assist in the comprehensive review of the legislative landscape relating to commissioning and notarial practice in Singapore; 
  • Research and report on comparative commissioning and notarial practices in civil and common law jurisdictions;
  • Assist with putting together recommendations to facilitate the future development of the commissioning and notarial profession;
  • Work on creating a community of practice of commissioners for oaths and notaries public), and conducting surveys and focus group sessions to gather regular feedback;
  • Develop resources to support remote commissioning and notarisation;
  • Develop relevant training/programmes for commissioners for oaths and notaries public, to cultivate uniformity of practice and procedure and to improve standards of commissioning and notarial practice in Singapore.

(2)         SAL’s Legalisation and Wills Registry Services

  • Assist with conceptualising and drafting position papers on how services can be delivered with greater efficiency, achieving cost savings, and improved customer experience by means of digitalisation or otherwise;
  • Assist with market research, organise focus groups consultations, surveys etc. that informs how services can be effectively delivered and preparation of necessary presentations and reports;
  • Collaborate closely with stakeholders to ensure holistic delivery of services to members of public;
  • Identify and work on necessary amendments to laws, rules and regulations to enable digitalisation of services; 
  • Develop change management plans including but not limited to training sessions and handbooks/guides for lawyers and legal support staff;
  • Contribute articles and assist in the development of marketing plans and media and informational resources for members of public;
  • Organise events and activities to promote public awareness; 
  • Establish a reporting framework to track and report achievement of KPIs;

(3)         SAL’s Conveyancing Due Diligence and Stakeholding and Conveyancing Money Services

  • Review of relevant Rules, guidelines, circulars and forms that support SAL’s Stakeholding and Conveyancing Money Services;
  • Assist with market research, organise focus groups consultations, surveys etc. to understand the concerns and needs of the conveyancing lawyer;
  • Preparation of necessary presentations and reports to inform how services can be effectively delivered.

(4)          New Statutory Services

  • Assist with market and legal research, surveys, system development, project coordination and all necessary work towards development and implementation of new Statutory Services.

Key Specification

  • A good degree in law with at least 3-5 years of working experience 
  • Prior experience in Singapore’s legal industry (law firm, legaltech firm, law-related organisations) in industry development, policy or other related areas would be an advantage
  • Good interpersonal and communication skills, excellent analytical and writing skills, the ability to plan & execute regular initiatives and events and be able to work both independently and as part of a team
  • Established network with legal community will be an advantage 
  • Well-versed with technology and up-to-date on technology trends and innovation culture
  • Knowledge and experience in programme management
  • Demonstrates strong stakeholder management skills and confidence in engaging senior management and officers at all levels
  • Excellent time management and organisational skill
  • Entrepreneurial drive and a desire to build initiatives that deliver impact and improve customers’ experience
