Job Description - Senior / Executive, Payroll - Collaborative Environment

This role requires a keen attention to detail, strong organizational skills, and the ability to effectively communicate with various stakeholders. The Payroll Executive ensures accurate and timely processing of payroll, compliance with relevant regulations, and provides support and guidance to payroll staff.

 

Key Responsibilities: 

  1. Payroll Processing:
    • Oversee the calculation of wages, deductions, and withholdings, ensuring adherence to statutory requirements such as Central Provident Fund (CPF) contributions and Skills Development Levy (SDL).
    • Ensure Accurate and timely payment of salary which includes hourly / daily / monthly paid employees depending on the terms and conditions of employment.
    • Review payroll transactions, including adjustments, bonuses, and incentives, while ensuring compliance with employment contracts and relevant legislation.
    • Coordinate with Operations, HR and Finance departments to ensure proper documentation and authorisation of payroll changes in accordance with the Employment Act and other regulatory guidelines.
  2. Compliance:
    • Stay updated on relevant Singaporean labour laws, tax regulations, and statutory requirements governing payroll processes.
    • Ensure compliance with CPF contributions, SDL, Income Tax Act, and other relevant regulations, maintaining accurate records and timely submissions.
    • Implement and maintain internal controls to safeguard payroll data and mitigate compliance risks, adhering to the Personal Data Protection Act (PDPA) guidelines.
    • Prepare and submit required payroll reports to government agencies such as the CPF Board and IRAS, (and/or equivalent for overseas) in a timely and accurate manner.
  3. Systems Management:
    • Oversee the integration and implementation of payroll system module, ensuring data integrity, accuracy, and compliance with Singaporean regulatory requirements.
    • Collaborate with IT or external vendors to address system issues, implement upgrades, and enhance functionality as needed, ensuring compatibility with local regulations.
    • Conduct periodic audits of payroll data to identify and resolve discrepancies, adhering to auditing standards set forth by the Accounting and Corporate Regulatory Authority (ACRA).
  4. Reporting and Analysis:
    • Generate and analyse payroll reports to ensure adequate checks, reviews, as well as to support decision-making and identify trends or areas for improvement, leveraging data analytics tools and software.
    • Prepare ad-hoc reports as requested by management or other stakeholders, providing insights into business and payroll-related matters for strategic planning purposes.
    • Collaborate with Finance and HR departments to reconcile payroll-related accounts and resolve discrepancies, ensuring accuracy in financial reporting.
    • Ensure timely billing of employee expenses to Clients when required.

Key Requirements:

  • Bachelor’s degree or Diploma in Accounting, Finance, Business Administration, or related field (or equivalent experience).
  • At least 3 years of experience in payroll processing, preferably in a Singapore context.
  • In-depth knowledge of Singaporean labour laws, tax regulations, and statutory requirements related to payroll processing, particularly in the security or labor-intensive industries. 
  • Proficiency in Microsoft Office, accounting software – SAP or Oracle, payroll software and systems, with experience in implementation and maintenance preferred.
  • Ability to prioritize tasks, manage multiple deadlines, and work effectively under pressure, adapting to the dynamic regulatory landscape in Singapore.
  • High level of integrity and discretion in handling confidential information, adhering to ethical standards and data privacy regulations.
