Head of Bus Safety - Hiring Urgently

Reporting to the Head of Bus Support, the Head of Bus Safety is responsible for ensuring the safe operations of buses and enforcing Workplace Safety and Health (WSH) standards within the company. 

Responsibilities:

Safety Committee Support:

• Provide co-secretariat support for the safety Steering Committee and lead secretariat for Safety and Accident Costs/Claims Meeting. 
• Conduct monthly Centralised Bus Safety Meetings.

Regulatory Compliance and Collaboration:

• Collaborate with relevant authorities, including Lan Transport Authority (LTA), to promote bus safety and ensure compliance with regulatory and contractual safety requirements under the Bus Contracting Model (BCM)

Safety Management:

• Keep the Safety Management System up to date across different departments.
• Plan the overall safety work plan for the year and advise on Safety Key Performance indicators (KPIs).

Accident Investigation and Analysis:

• Direct investigation of traffic accidents and handle critical or complex cases.
• Maintain a robust digitalized database of accident cases for detailed date analysis.
• Analyze accidents to determine causes and suggest intervention to prevent recurrence. 

Training and Awareness:

• Direct preventive programs to enhance safety awareness among staff.
• Direct Centralised Safety Training for drivers to promote safe driving on roads.

Audits and Standards:

• Set safety standards and oversee audits of safety features in buses, depots, parks, workshops, interchanges and terminals.
• Direct audits of safe driving by Bus Captains at various locations. 
• Audit and monitor remedial actions taken by Bus Operations and Interchange Management Teams. 

Risk Management and Advisory:

• Determine and direct the removal or containment of identified risks to enhance safety in bus operations.
• Provide safety management advise to relevant departments and stakeholders.

Stakeholder Collaboration:

• Advise Heads of Customer Experience and Operations (Bus) and Heads of Depots on safety management, including identifiable risks affecting service routes and premises.
• Provide guidance to HR/OD and BCDC on safety training, recruitment, health, disciplinary actions, and incentive guidelines.

Technology integration:

• Support the evaluation and implementation of technology solutions to further improve safety.

ISO Compliance:

• Maintain and uphold ISO 45001 standard for occupational health and safety.

Requirements:

• Bachelor’s degree in any discipline
• More than 3 years’ of Senior Appointment experience in road or related transport
• Good grounding in operations and training within a large transport organisation.
• Proven track record of safety management in transportation.
• Working knowledge of general mechanical principles in vehicle operations.
• Logical and analytical problem-solving skills.
• Experience in data analytics for early intervention and prevention.
• Excellent written and verbal communication skills.
• Ability to withstand pressure and maintain tenacity of purpose.
• Prior working knowledge and relationships with relevant authorities, especially Traffic Police, Land Transport Authority, and other bodies involved in road and industrial safety.
• Practical experience in project management, incident management, and leadership qualities with the ability to guide and motivate staff.
