Job Description - Quality, Environment, Health and Safety (QEHS) Assistant Manager

Main duties and responsibilities:

The QEHS Assistant Manager is responsible with all with all QEHS related compliance and performance aspects at SK tes Singapore sites, responsibilities include but are not limited to fire safety (emergency response and conducting of drills), incident investigation and implementation of corrective actions and industrial hygiene (IH) monitoring. This role also encompasses all environmental matters, regulatory reporting and adherence to group QEHS requirements. The incumbent will also lead all QEHSMS / R2 audits, third party certification, customer audits as well as support the Group EHS Manager.

Health & Safety:

  • Effectively manager QEHS programs, targets, and management systems.
  • Ensure compliance with all Singapore regulations.
  • Assess QEHS conditions, report on QEHS performance to site management, and provide senior management with recommendations and advice.
  • Manage and coordinate QEHS training programs, enhance the capabilities of the site Emergency Response team in QEHS related emergencies, and ensure employees are well-trained and informed about QEHS policies, procedures, and goals.
  • Lead and participate in accident investigations and reporting, acting as a key QEHS resource for the site to ensure thorough investigations of all QEHS related incidents and timely follow-up on all recommend actions by assigned employees.
  • Maintain an effective industrial hygiene and health program to monitor employee exposure to chemical and physical risks, ensuring there are no occupational-related health issues.

Environment:

  • Reporting of QEHS performance metric reporting and activities to Group EHS Manager.
  • Provide guidance on QEHS best practice principles, techniques and culture in Singapore sites.
  • Compilation and submission of annual recycling data and other relating environment related info to relevant competent authorities.
  • Maintain Basel Permit / Import Approval of all sites, including applications and tracking of movement documents.

Audit:

  • Ensure that SK tes Singapore are aware of and comply with Group QEHS policies, standards, programs, and Singapore legislations.
  • Serve as a program lead for 3rd party audits (ie. QEHSMS & R2) and key customer QEHS audits, providing resources and preparing Singapore sites for upcoming audits, tracking & reporting of audit results and monitoring the closure of corrective actions.
  • Develop and conduct QEHS audit programs for Singapore sites to ensure compliance with QEHS regulations and global EHS standards. Track & report audit results and monitor closure of corrective actions.
  • Analyse data from QEHS audits (including 3rd party QEHSMS & R2 certification audits and key account QEHS audits) to identify trends, provide feedback and implement preventative measures.

Other support:

  • Support the development & implementation of SK tes global QEHS procedures and programs.
  • Monthly tabulation and submission of Basel permits status reporting for Exco meeting.
  • Provide coordination and administrative support to QEHSMS & R2 certification program in Singapore.
  • Support global initiative programs / activities as assigned.

Job Requirements:

  • Diploma / Degree in any Engineering discipline and registered WSHO and FSM.
  • Good to have: Qualified industrial first aider, noise monitoring office or any other IH related experience.
  • Proficient in English, Mandarin and good report writing skills, familiar with Microsoft office.
  • Trained in/ familiar with ISO 14001, ISO 45001, ISO 9001 and Responsible Recycling (R2) or equivalent.
  • Experience with handling government agencies and knowledge in license and permit application from agencies such as NEA, MOM, SCDF, PUB and SPF.
  • 5-8 years of working experience as in WSH related fields or equivalent in manufacturing / electronic or chemical industries.
  • Experience in conducting ISO 9001/ ISO 14001/ ISO 45001/ R2 audits or handling OSH related audits.
  • Good communication skills, team player, responsible, take initiatives and work independently without much supervision.

Good to have:

  • Registered WSHO & FSM.
  • Proficient in English and Mandarin
  • Good report writing skills, familiar with Microsoft office with auditing experience in ISO 14001, ISO 45001 or ISO 9001.
  • At least 5-8 years of working experiences as in WSH related fields or equivalent in manufacturing/ electronic or chemical industries.
  • Good leadership skills to be able to guide and lead a team of EHS professionals.
