Turnaround Lead (Jurong Island)

Your role

Our major Oil & Energy (Downsteam) Client is looking for Tunaround (TA) Roaming Lead who will be responsible for both pre- and during Turnaround (TA). The Roaming Lead provides basic HSSE analytics and metrics support to the TA HSSE Advisor, who serves as the site Focal Point for HSSE. This includes updating daily statistics reports/charts and conducting data analysis. The Roaming Lead also offers advice/support and training when required to frontline staff and contractors on site HSSE requirements/practices. Additionally, they manage the team of TA HSSE Supervisors/Leads and ensure HSSE field compliance.

[Pre- TA]

· Coordinate with TA contractors on HSSE related training needs.

· Coordinate with 3rd party training provider (ASPRI) for submission of contractor’s documents and arrangement for collection of cards, TA Awareness stickers and barricade tapes.

· Serve as Focal Point for TA Permit Requestor, request and consolidate necessary documents.

· Coordinate with vendors for TA Awareness stickers, barricade tapes and banners and follow up with Purchase Request including collection.

· Plan and organise Pre-TA weekly meeting with TA Contractor Safety Leads.

· Assist with Pre-TA HSSE roaming arrangements including execution of the site audits when needed.

· Consolidate and prepare Weekly HSSE Report/One Pager and sitewide communicated.

· Follow up with HSSE observations closure plan with the respective TA Contractor Safety Leads.

· Active participation to all TA (including Pre-TA) related JHA discussions.

· Conduct interview for all TA Contractor Safety Leads/Supervisors in preparation for confirmation and onboarding program.

· Active planning/participation and conduct training when called upon for Frontline Work Execution/Safety Refresh/LSR initiatives for TA2024.

[Pre TA & Execution]

· Execute Pre-TA HSSE roaming in accordance with guidelines and consolidate HSSE observations.

· Consolidate and prepare Weekly HSSE Report/One Pager for site-wide communication.

· Conduct scheduled Pre-TA weekly meeting with TA Contractor Safety Leads.

· Organise, plan and conduct onboarding program to all TA Contractor Safety Supervisors with assistance from TA Contractor Safety Leads.

· Organise, plan, and assist to conduct Front Line Work Execution Training for all TA Contractor Safety Leads/Supervisors, TA Contractor Supervisors/Foreman, and Client staff

· Schedule Contractor Safety Supervisors work/rest cycle and the area coverage for TA Premise.

· Work with TA Logistic for uniform and walkie talkie issuance to all TA Contractor Safety Leads/Supervisors.

· Arrange for TA HSSE banners to be installed at strategic locations.

· Organise, plan, and participate daily scheduled HSSE Walk/Audit with Senior Leadership Team (SLT).

· Validate temporary TA Waste disposal designated locations in accordance with the TA Waste Plan.

· Provide periodic additional field surveillance for the bins condition at the various temporary TA Waste disposal designated locations and remind TA Waste Logistic for bin replacement if needed.

· Actively plan/participation in Frontline Work Execution/Safety Refresh/LSR initiatives for TA.

[Post TA]

· Participate in site audits in preparation for Ready for Start Up (RFSU) in the areas of housekeeping and waste management.

· Follow up closely with all individual TA Contractors with execution of TA Demobilization Plan and removal of TA HSSE banners.

· Coordinate with TA Logistics for uniform and walkie talkie returns from all TA Contractor Safety Leads/Supervisors prior to demobilization from site.

You are what we are looking for if you:

• Have relevant maintenance/turnaround experience in the Oil & Gas/ Chemical Industry
• Have achieved safety coordinator course level (Level B)
• Are a self-starter and able to communicate well at all levels
