Job Description - Assistant Finance Manager

The position is required to:
•Coordinate and manage all organisational budget processes.
•Produce all monthly, quarterly, and annual financial reports for various stakeholder,
•Provide support to business on development budgets, monitoring of spendingagainst budgets and interpretation and analysis of divisional financial reports.
•Review systems, processes, and policies for improvement.
•Mange financial administration (Manager Recording, review and reconciliation offinancial transactions)
•Ensure that proper accounting practices and standards such as GRAP and IFRSare adhered. The policies of the NDA , PFMA and National Treasury regulationsare followed in the finance operations
Minimum Qualification
•A Bachelor of Commerce degree- Financial Accounting (NQF level 7)
•Articles and Post graduate qualification will be advantageous Essential Experience
•Three years’ financial accounting and reporting experience.
•Experience with computerised accounting systems.
•Public sector experience will be advantageous
Knowledge
•Working knowledge of accounting package e.g. Great Plains
•Knowledge of and application of Accounting standards such as GRAP/IFRS andrequirements of PFMA and National Treasury regulations
•Knowledge of Public Administration and Accounting Systems
•Knowledge of Corporate Governance

Financial Management
•Financial management and administration
•Review and approve transactions prepared by clerks.
•Review and approve payments prepared by clerks and ensure timeouspayment of suppliers in line with NDA policies and PFMA.
•Preparation/review and co-ordinating General ledger and bank reconciliationswith support of accounts clerks.
•Preparation/review and posting of Month end closing journals

Prepare Final month end Trial balance for reporting.
CASH MANAGEMENT FUNCTION
•Prepare Cahs flow projections.
•Ensure that NDA cash is managed efficiently, and surplus funds are invested inaccordance with PFMA and NDA finance policy.
•Monitor Cash balances daily and ensure that sufficient cash is available whenneeded to pay NDA obligations.
Corporate Governance
•Review transactions and ensure that all transactions and payments recorded inbooks comply with Finance, SCM HR and any other applicable policies.
•Review and verify NDA payroll prior to payment.
•Review requests that require financial approval and recommend and or adviceSenior Manage on such requests.
•Compliance to Financial Accounting practices including, GRAP, and NationalTreasury regulations.
•Train NDA employees on Finance policies and procedures.
Budget Preparation
•Assist the Senior Manager to co-ordinate budgeting process.
•Provide support to Business units to develop budget and costing of activities.
•Consolidate Budget inputs and prepare analysis of budget inputs for review ofFM.
Financial Analysis and Reporting
•Financial reporting and year-end financial statements
•Preparation of management reports on all aspects of financial management
•Preparation of Management accounts (monthly and quarterly)
•Preparation of third-party reports and distribution to funders
•Preparation of National treasury reports (Quarterly reports, MTEF, ENE)
Internal and External Audit
•Preparation and participation during Audits
