SUMMARY:
Chief Instrument Designer (Contract) with experience in the Oil & Gas Industry

POSITION INFO:
Job Description

Responsibilities
  • Responsible for the administration, overall technical direction and co-ordination of all Instrument design work carried out by the design department
  • Responsible for the overall performance of the design department and deliverable quality.
  • Responsible for the development and technical competence of all personnel within instrument design group.
  • Responsible for the technical quality of all design work produced by the Instrument design Office.
  • Responsible for the issue and maintenance of technical procedures, practices and engineering design standards for the discipline.
  • Responsible for adherence to Corporate, Client and National procedures, standards, codes and specifications.
  • Responsible for project man-hour budgets, manpower management and maintenance of adequate levels of resources to meet project schedule requirements.
  • Responsible for ongoing improvement of workflow processes to improve efficiency.
  • Be familiar with the current application of computer systems, business and endeavor to optimize their use and development within the project/department budget, both to solve technical problems and to promote the effective management of information. These systems will include the application of CAD, SP3D, SPEL, SPI, WEBDMS and Bluebeam
  • Review scope of work document and prepare man-hour estimates, activity schedule and duration for proposals.
  • Attend project kick off meetings.
  • Produce BDEP, DE, EPC and EPCM design man hour estimates.
  • Ensure scope of work to be executed matches that in the Project specification/PEP or the proposal documents as appropriate.
  • Review of Master Project schedule to establish correctness of sequence of operations, activities, deliverables, key dates and time intervals.
  • Review planning schedule for logic, the issue of other discipline key drawings, vendor equipment drawings and sub-contract requisitions to identify potential difficulty, which may result from the schedule.
  • Correlate all design manpower requirements for each assigned Project and submit the appropriate report to the Chief Instrument Engineer.
  • Assist the Chief Instrument Engineer with the recruitment of personnel as required.
  • Review all projects regularly for present and future design manpower requirements and ensure optimization.
  • Assist the Chief Instrument Engineer in appraising personnel's performance (IPAS) and identifying training requirements.
  • Ensure personnel receive correct instruction on the companies PLC standard procedures and systems
  • Assign work to designated Instrument Designers.
  • Review progress reports for assigned Projects against the Project schedule and allocated budgets with the Engineering and Design Office Manager. Co-ordinate corrective action required to rectify divergences. Follow up to ensure that action taken is effective.
  • Monitor and maintain acceptable levels of productivity commensurate with quality and consistency of work.
  • Appraise regularly design reviews of items of technical complexity.
  • Ensure that all Instrument design office work, project document control functions and procedures comply with and satisfy Quality Assurance requirements i.e.
  • Plan and execute technical audits.
  • Project Quality Plan
  • The applicable Engineering Design and Draughting Standards
  • Companies PLC and/or Project procedures on Quality Control
  • Review audit report in conjunction with the Chief Instrument Engineer and follow up to ensure any corrective action required has been taken.
  • Fulfill the duties of the Lead Instrument Designer on the assigned project in the absence of the Lead instrument designer.
  • Ensure that the results of development work and experience gained on other projects are fully utilized in discipline activities and included in technical records.
  • Suggest ways of improving efficiency and services and reducing costs.
  • Initiate a training plan for junior staff and track progress.
  • Provide coaching and mentorship to instrument design group.
  • Co-ordinate all designer site activities and ensures technical quality in all site related activities such As Building.
  • Act as mentor to students during experiential training period. Provide assessments/reports as required by the respective institute.
  • Responsible for ensuring that companies PLC contract procedures on safety and quality control are followed.
  • Perform any other duties assigned by the Chief Instrument Engineer.
Qualifications:
  • BTech / N Dip or equivalent (Instrumentation)
Knowledge, skills and experience:
  • SPI-Smartplant Instrumentation 9 and higher
  • AutoCAD
  • Smartplant 3D
  • Smart Plant Review
  • Microstation
  • Microsoft Packages
  • Brownfields and Greenfields experience.
  • Extensive site experience
  • 10-15 Years minimum experience
