Job Description - Clerk of Works (Fixed Term Contract)



An opportunity to join Thungela as a Clerk of Works on a 24 Month Fixed Term Contract to take on the responsibility of monitoring the activities performed on implementation projects to ensure the safe and successful management and monitoring of Mineral Residue Facilities (MRF’s) and Water Management Structures (WMS).

Thungela Resources [Thungela means “to ignite” in isiZulu] is a leading South African thermal coal business, focused exclusively on thermal coal production. It is one of the largest pure-play producers and exporters of thermal coal in South Africa based on aggregate coal reserves and marketable coal production. Thungela focuses on exporting its thermal coal portfolio mainly to the Indian, Asian, Southeast Asian, Middle East and North African markets.

Job Description



As the Clerk of Works , you will be responsible for the coordination of all implementation activities for all Mineral Residue Facilities and Water Management Structures so that legal requirements relating to operations are upheld.

More of your responsibilities will include:

  • Implement and monitor the Standard and the Critical Controls at all MRF’s and WMS’s in Thungela Resources
  • Be the main contact for the Engineer of Record (EoR)
  • Together with the EoR shall document and approve all changes. This process shall adhere to the formal change management process
  • Together with the EoR, make the Technical Review Panel (TRP) aware of the material changes regarding the mineral residue facilities
  • Be the main contact for the Operator at each site
  • Provide assurance on effective implementation of the Standard at Operation level
  • Contribute to reviews and updates of the Standard and supporting technical specifications as required
  • Attend and contribute to the annual EoR training workshop for Operation personnel
  • Report incidents as they occur and ensure these are recorded in the Incident Register. Conduct and disseminate Learnings from Incidents (LFIs) as appropriate
  • Assist the EoR in the preparation of Consequence Classification of Structures (CCS) evaluation reports and review and confirm/modify CCS report annually. Together they will obtain Manager Processing approval of CCS report and any modifications/updates to it
  • Prepare and document, jointly with EoR, short term deposition plan/schedule
  • Establish and monitor construction schedule required to achieve the short- and long-term deposition plans. Monitor the progress of the plan, review it regularly, and validate/update as required
  • Provide input to project teams to ensure Operation’s needs and realities are duly incorporated. Function as the Operation’s representative on the project when directed to do so. Implement the recommendations of the EoR, TRP, as appropriate
  • Oversee the construction, operation, maintenance, and surveillance of the MRF
  • Ensure activities and projects are fully aligned with the OMS manual and with design intent as documented therein and in design/construction documentation
  • Develop, jointly with EoR & Operational Management, the critical controls for the construction and operation of the MRF and report to Operation management on their effectiveness. Identify control variances/failures, report on these, recommend and implement remediation measures with EoR support as appropriate
  • Coordinate and attend regular (quarterly, annual, etc.) inspections and reviews conducted by the EoR, and follow-up reporting/actions
  • Provide MRF-related input to development of site’s Emergency Response Plan (ERP) and Emergency Preparedness Plan (EPP). Ensure and participate in reviews and updates of these plans. Participate in scheduled tests of these plans
  • Confirm, jointly with EoR, that operation of the MRF is aligned with that MRF’s closure plan. Provide input to closure planning team where misalignments/issues exist. Inform closure team of any changes to design/construction/operation of potential importance to the closure plan

Qualifications

  • National Diploma/Degree in Civil Engineering/Earth Sciences
  • Project management Qualification

Experience & Knowledge

  • Extensive experience in the mining industry (Construction, Operational, Consultation and Project Management)
  • Experience in implementation related projects in Tailings management would be advantageous
  • Experience in the coal mining industry would be advantageous

Additional Information

  • A good knowledge of legislation relating to the mining industry. E.g., Mine health and safety act, Environmental legislation including the Occupational, Health and Safety Act
  • An understanding of contracting principles
  • Knowledge of project management packages such as Microsoft Project
  • Working knowledge with of the discipline specific principles
  • Ability to read and interpret detailed drawings
  • Computer Literacy (MS Office)
