About NACOSA:  

We started as a convention intent on bringing together organisations working on HIV. We now render services and disburse funds towards a coordinated response to HIV, TB and GBV as public health threats. As an organization, we work at national, provincial local and community levels and strive to embody the ideal spirit of NACOSA. We strive to live our values and philosophy in every interaction and task. NACOSA has a zero-tolerance for sexual exploitation, abuse, and harassment (SEAH), and related abuse of power and is committed to protecting its staff and all people receiving services through our programmes from this type of misconduct. 

THE KEY PERFORMANCE AREAS ARE:

  • Develop and maintain a Human Rights Programme description detailing the theory of change and the implementation model aligned to country priorities and evidence informed methodologies.
  • Coordinate and manage the implementation plan of the Human Rights Programme aligned to the Global Fund strategy across programmes within NACOSA, ensuring optimal performance and financial burn rate.
  • Support the mainstreaming of human rights and gender transformation interventions within existing NACOSA programmes.
  • Provide in-depth programmatic guidance and leadership to NACOSA paralegals, programme managers and sub-recipients through network meetings and programmatic material development.
  • Analyse programme performance and report to stakeholders and donors as required.
  • Network with and build strategic alliances and relationships with key stakeholders in the human rights field and act as a thought leader in the development and evaluation of human rights programmes in South Africa.
  • Facilitate policy dialogue on Justice, Human Rights, and Health issues with government, donors, civil society, with contributions to development of policies as relevant.
  • Perform any other duties as may be assigned by the Programme Manager. 

REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

  • Bachelor’s degree or equivalent in Human Rights, Law or Justice- related field, LLB advantageous
  • Minimum of 5 years specific human rights, law and policy review/development related work experience in the health and social development sector.
  • Must be a human rights advocate with excellent advocacy skills and experience.
  • Experience in programme planning, implementation, management and M&E, including management of outsourced partners and budgets, including the ability to guide implementers and service providers on the programme.
  • Knowledge about human rights and the links with HIV, STIs and TB; evidence-informed and rights-based programming; the relevant national policies and guidelines pertaining to human rights and HIV.
  • Excellent communications skills in English, including ability to communicate proficiently in social media and stakeholder engagements. Experience in developing or facilitating training is an asset.
  • Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports. Research planning and implementation experience is advantageous.
  • Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs and flow diagrams.
  • Must be highly organised, deadline driven and efficient with planning skills and a proactive and positive approach.
  • Ability to work well in a team environment, and ability to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
  • Experience in the NGO sector and knowledge of big donor processes/requirements will be a benefit.
  • Valid South African Driver’s license and willingness to travel.
