The successful candidate will be responsible for the following key performance areas:

  •  Review, analyse and evaluate regulated institutions (banks and insurers) with regard to Pillar 3 Disclosures.

  • Review and evaluate financial entities’ disclosure process for compliance with legislation requirements.

  • Analyse and interpret risk-based regulatory returns and reconcile them with the Pillar 3 reported disclosures for regulated entities.

  • Conduct research and provide input into the regulatory framework (e.g. the Banks Act 94 of 1990, Insurance Act 18 of 2017), in line with international best practice.

  • Interpret and develop amendments to the legislative framework, including the development of regulatory instruments (directives and standards), based on international best practices.

  • Contribute towards the international and local Disclosure framework working committees.

  • Contribute to the development and implementation of the supervisory review and evaluation process in respect of Pillar 3, in line with international best practice. 

  • Develop and implement the supervisory framework in relation to Pillar 3 Disclosures for banking and insurance. 

  • Report on the compliance of the entities to the Pillar 3 legislation.



Qualifications

Job requirements


To be considered for this position, candidates must be in possession of:

  • a postgraduate qualification (NQF 8) specialising in Accounting, Auditing, Banking, Insurance, Finance, or Risk Management; and 

    • at least two to five years’ experience in the finance sector or risk management environment.

The following would be an added advantage:

  • a Chartered Accountant (CA(SA)) qualification;

    • being a Chartered Financial Analyst (CFA)

    • being a Financial Risk Manager (FRM);

    • membership of the Actuarial Society of South Africa (ASSA); and

    • practical experience in a financial and/or business environment.

                                                           

Additional requirements include: 

  • knowledge of and experience in financial, banking or insurance products, regulations or risk models; 

    • being conversant in the second Pillar of the Basel III framework at both theoretical and practical levels;

    • keeping abreast of best practice in capital management; 

    • an understanding of the Basel III framework regarding the definition of capital and leverage ratio; 

    • be conversant in the Insurance Act 18 of 2017 and its Prudential Standards as well as the information for supervisory purposes submitted by the insurance industry;

    • an understanding of the Insurance Core Principles, Guidance and Assessment Methodology;

    • be conversant in the Financial Markets Act 19 of 2012 and its Regulations;

    • a high level of knowledge, skills and experience in relevant areas of specialisation; 

    • ability to work in a team and independently; 

    • effective time management skills; 

    • proficiency in verbal communication; and

    • competence in written communication.
