Job Description - Site Health & Safety Officer

Established in 2022, NOA is a leading renewable energy independent power producer (IPP) and energy trader, licensed by the National Energy Regulator of South Africa. About the role :


As a Site Based Health and Safety Officer, you are responsible for the frontline oversight of all construction activities to ensure full compliance with Occupational Health & Safety Management Systems. Based on site in the Eastern Cape, this role is vital for implementing safety policies, conducting regular site inspections, and managing the work permit system to maintain a safe operational environment. You will act as a key collaborator between the project team and contractors, leading risk assessments and incident investigations to proactively mitigate hazards. By monitoring safety statistics and ensuring all licenses remain valid, you provide the essential oversight needed to execute this complex renewable energy project safely and efficiently. 



Key accountabilities:


 


General: 



  • Ensure the Health and Safety Policies and standards are complied with during project execution and implemented 

  • Enforcing compliance with the project Health and Safety Specification  

  • Regular site inspections and monitoring of site activities at set intervals  

  • Support the ECO, Project team and Contractor to ensure compliance with the project Health and Safety Specification

  • Engage with staff, contractors and other relevant parties with respect to OHS matters related to the site. 

  • Ensure Health and Safety Audits are executed and mitigation measures are applied where required 

  • Manage site work permit system  

  • Monitoring all construction works and ensuring compliance with site permits and standards 

  • Ensure licenses, permits and authorisations remains valid during construction 

  • Ensure licenses, permits and authorisations NCRs are dealt with effectively 

  • Carry out risk assessments on a continuous basis on site. 

  • Identify environmental high-risk areas requiring attention, develop appropriate action plans, audit programs, monitor progress, document deficiencies, non-conformances, findings and implement recommendations. 

  • Maintain and analyse OHS statistical records, such as incidents, accidents, near-misses and working hours on site. 

  • Conduct incident investigations  

  • Provide OHS training, awareness and induction on site to staff, contractors and other relevant parties. 

  • Support the implementation of the approved ESMS. 

  • Support to Construction Manager 

  • Assist Site Manager to implement accident-prevention activities on site. 

  • Implement emergency and crisis management plans on site. 

  • Support Health and Safety function of Contractors (EPC Contractor, Owner’s Engineer, etc.) 

  • Ensure contractors comply with their construction HSE Plan  

  • Ensure all Health and Safety Files are compliant  

  • Chair/Support HSE meetings with Contractors on site and ensure MoM is accurately recorded 

  • Document management- Oversee and manage site generated EHS documentation  

  • Effectively communicate company values and objectives on site 



Reporting:



  • Coordinate Contractor HSE statistics collection and reporting obligations - (weekly, monthly & quarterly) with EHS Manager  

  • Coordinate audits with Consultants and Contractors and ensure reporting and closing of finding from audits 

  • Internal team reporting and preparation of external reporting to lenders 

  • Report any unsafe acts or unsafe conditions to the Principal Contractor Construction Site Managers and Contractors 



Quality:



  • Oversee construction quality processes with regards HSE matters 

  • Review RAMS submitted by contractors 

  • Investigate site incidents 

  • Issue, monitor and review EHS NCR’s with contractors. 



Role requirements:



Qualifications: 



  • Minimum 3-year Diploma in Occupational Health and Safety or equivalent NQF level  

  • GWO Safety Training  

  • SACPCMP Registration – advantageous 

  • Working at Heights Certification (Wind) 

  • Medically fit 



Experience: 



  • Minimum 5 years’ experience in an associated role 

  • Wind Farm experience preferred  

  • Strong background with Construction project/ Renewable energy industry is advantageous 

  • Experience drafting procedures and policies, from inception and independently 

  • Knowledge of IFC standards is an advantage  

  • In possession of a valid driver’s license
