Job Description - Technical Facilities Manager

The Technical Manager is responsible for the strategic and operational management of all technical building assets and systems and infrastructure within the shopping centre ensuring the safe, reliable, and efficient operation of the property. This includes the oversight of electrical, mechanical, HVAC systems, fire protection, renewable energy systems, building management systems, vertical transportation, water reticulation and other technical related services. The role oversees technical compliance, asset lifecycle management, capital project delivery, energy optimisation and operational resilience. Through the effective management of service providers, technical budgets and engineering standards the Technical Manager ensures that all building systems perform optimally, statutory obligations are met, and asset value is preserved in accordance with company standards, sustainability and regulatory requirements.

Technical Asset Management

Ensures all technical, electrical and mechanical assets are effectively managed, maintained and serviced to maximise reliability, operational continuity and statutory compliance.
  • Manages the day-to-day operation, servicing, maintenance and repair of all technical, electrical and mechanical assets throughout the shopping centre.
  • Oversees the maintenance of all technical infrastructure including sewer systems, domestic and greywater systems, stormwater reticulation, fire protection systems, ETFE roofing, CCTV infrastructure, parking equipment etc.
  • Oversees the maintenance of all mechanical infrastructure including HVAC systems, fire extraction systems, lifts, escalators, pumps, generators, retractable security barriers etc.
  • Oversees the maintenance of all electrical infrastructure including HT/LT reticulation, substations, transformers, switchgear, UPS systems, solar plant, backup power systems, lighting infrastructure etc.
  • Ensures planned and reactive maintenance activities are completed in accordance with statutory requirements, manufacturers’ specifications and approved maintenance programmes.
  • Coordinates technical maintenance activities to minimise operational disruption and maximise asset availability.
  • Ensures all technical infrastructure complies with statutory requirements and company standards through the management of Certificates of Compliance, statutory inspections, technical records and technical OHS requirements.
Equipment Performance Monitoring

Monitors and analyses the performance of all assets against rated parameters to optimise reliability, identify improvement opportunities and minimise operational risk.

  • Monitors the operational performance and reliability of all technical, electrical and mechanical systems using building management systems, utility data, service reports and condition assessments.
  • Conduct routine reviews and assess performance trends and failures to identify recurring issues and implement corrective actions.
  • Identify opportunities to improve equipment reliability, energy efficiency and operational performance through proactive maintenance and system optimisation.
  • Investigates major equipment failures, determines root causes and implements preventative measures to reduce future failures.
  • Provides regular performance reporting and recommendations to support informed operational and capital investment decisions.
Asset Lifecycle Management
Manages the lifecycle through strategic planning, condition assessments and capital replacement programmes to maximise asset value and long-term performance.
  • Maintains and manages the technical asset register, ensuring asset information, condition assessments and maintenance histories are accurate and current.
  • Conducts regular condition assessments and performance reviews to determine asset life expectancy, reliability and replacement priorities.
  • Develops and maintains lifecycle replacement plans for all assets, aligned with the long-term asset management strategy.
  • Prepare technical assessments and business cases to support capital replacements and upgrade projects.
  • Identifies opportunities to improve asset performance, reliability and operational efficiency through refurbishment, technology enhancements and lifecycle optimisation.
  • Monitors asset warranties and end-of-life programmes to maximise value and minimise operational risk.
Technical and Capital Project Management
  • Plans, manages and delivers technical, capital and building structural improvement projects to ensure works are completed within budget, timeously and in accordance with company standards and statutory requirements.
  • Manages the planning, execution and delivery of technical, capital and building structural improvement projects from concept through to completion and handover.
  • Develop project scopes, technical specifications, programmes, budgets and procurement requirements.
  • Coordinates consultants, contractors and specialist service providers to ensure projects are delivered safely, efficiently and with minimal disruption to trading operations.
  • Monitors project progress, budgets, quality, programme and risks, implementing corrective actions where necessary to achieve project objectives.
  • Oversees project commissioning, testing, practical completion, defects management and warranty periods to ensure successful project handover.
  • Ensures all project documentation, statutory approvals, as-built drawings, operating manuals and asset information are complete and incorporated into the asset management system.
  • Provides regular reporting on project status, expenditure, risks and key milestones, and prepares business cases and recommendations for future capital investment.
Service Provider Management
Manages the performance, compliance and work delivery of maintenance contractors in accordance with SLA’s, budgets and building standards.
  • Ensure suitable and accredited service providers are appointed in line with company policies.
  • Develops and implements operational plans, service standards and KPI’s to ensure consistent delivery across all technical service disciplines.
  • Monitors operational performance through inspections, audits and key performance indicators, implementing corrective actions where required.
  • Ensures compliance with 37.2 OHS requirements, work permit processes, site inductions and quality standards.
  • Reviews contractor quotes, approves job cards, and signs off on completed works.
  • Manage SLA’s and vendors in line with BBEEE strategy to achieve set targets.
Financial Management
Compilation of accurate and well-planned operational expenses and capital budgets
  • Compilation of operational maintenance expense and budgets in line with building repairs and maintenance requirements.
  • Ensure maintenance Capex and Opex budgets are based on annual building audits, preventative maintenance plans, compliance requirements and business needs.
Sustainability & Innovation
Investigate, recommend & implementation of sustainable measures & projects.
  • Monitor and manage sustainable projects / equipment on site.
  • Investigate and recommend new sustainable projects to improve building efficiency.
  • Apply and use building management systems and software to improve productivity and efficiency of the building’s operational processes.
  • Investigate and recommend any new innovations that might apply to the building or operational process.
Risk Management & Compliance
Identifies and manages business risk
  • Ensure compliance with all required regulations and standards.
  • Controls, manages and governs the processes and systems within area of accountability to ensure compliance and minimise the business risk.
  • Implement all audit recommendations in area of accountability and resolve audit findings timeously.
  • Design, approval, implement and maintenance of policies within area of responsibility.
Customer Service
Provides exceptional customer service when interacting with internal and external customers
  • Creates an environment which promotes positive Customer Experience.
  • Acts on escalated customer or tenant requests in a timeous manner.
  • Maintain good relationships with all stakeholders both internal (property management) and external (tenants, service providers)
Admin and Reporting
Performs operational tasks and prepares regular reports to enable business analysis and decision making
  • Maintains daily, weekly and monthly Asset Reports, job cards and inspection checklists.
  • Performs annual building inspection and compilation of annual building reports.
  • Maintain master files as per requirements.
  • Ensure the full use and accurate reporting on My Buildings, or any building management software platform while ensuring that all compliance requirements and performance metric reporting are maintained in accordance with company policies requirements.
  • Keeps record of information required for the creation of Asset registers.
  • Monitors outstanding purchase orders to ensure turnaround in line with specified policy timeframes.
  • Adheres to policies and processes in terms of Fault logging, Help Desk administration, emergency calls, emails, convening and attending meetings.

Requirements

  • Technical diploma (Mechanical or Electrical) - ESSENTIAL
  • Facilities Management Diploma (Advantage)
  • OHS Training / Certifications
  • Minimum of 5 years in a Technical or Facilities Management role within regional or super-regional shopping centres.
