Job Description - Public Engagement & Consultation Officer (ATS-DO-2025-125-LD)

The process gives physicists clues about how particles interact, and provides insights into the fundamental laws of nature.

Job Description

Introduction:

Are you passionate about public dialogue and large-scale infrastructure projects? CERN is looking for a skilled Public Engagement & Consultation Officer to lead the public consultation process for the Future Circular Collider (FCC).

Functions:

As a Public Engagement & Consultation Officer, you will:

  • Design and manage the public consultation process in both France and Switzerland for the FCC project;
  • Coordinate with national and regional authorities, including the CNDP (Commission nationale du débat public) in France and federal/cantonal authorities in Switzerland;
  • Engage with communities and stakeholders, including organising and facilitating public events and meetings;
  • Draft and deliver official communications tailored to diverse public and stakeholder audiences;
  • Ensure compliance with national regulatory frameworks, environmental law, and project quality standards;
  • Oversee digital consultation tools, including language strategies and social media, to ensure inclusive participation;
  • Represent CERN in public forums, manage consultation platforms, and liaise with service providers involved in engagement activities.

Qualifications

Master's degree or equivalent relevant experience in the field of public consultation/communications or a related field.

Experience:

Required experience in the following:

  • Public consultations for large-scale infrastructure projects, particularly in France;
  • Regulatory public engagement frameworks in both France and Switzerland;
  • Direct interaction with public stakeholders and authorities;
  • Use of digital tools and social media to support public engagement initiatives.

Desired experience in the following:

  • CNDP-recommended public engagement platforms or similar;
  • AI tools for analysing engagement content;
  • Event organisation under regulatory frameworks;
  • Managing service providers for consultation processes.

Technical competencies:

  • Stakeholder relationship management.
  • Strategic communications planning.
  • Social media.
  • Definition of tendering and contracting strategies.
  • Knowledge of environmental law.

Behavioural competencies:

  • Achieving results: having a structured and organised approach towards work; being able to set priorities and plan tasks with results in mind.
  • Communicating effectively: selecting the appropriate medium and forum to communicate; leveraging support networks across the organisation; expressing opinions, ideas and suggestions with conviction and in a logical/structured manner; keeping to the point.

Language skills:

Spoken and written English and French.

Employment Conditions:

Contract type: Limited duration contract (3 years). Subject to certain conditions, holders of limited-duration contracts may apply for an indefinite position.

  • A valid driving licence.
