Job Description - Lead Technical Expert Consultant, Geneve

Result of ServiceUnder the overall guidance of the Programme and Partnerships Officer (P4), and based on the 2024 Application Guidelines for the Call for Concept Notes Proposals, the experts will deliver individual appraisals for each eligible concept note submitted; the lead evaluator will consolidate individual scoring, harmonize comments, and prepare recommendations to facilitate the Steering Committee’s decision on selected and reserve projects; contribute to the preparation and moderation of the information session; and submit a final list of recommendations for each project team to take account in their final detailed project document. Evaluation of qualified candidates may include an assessment exercise which will be followed by an interview. Work LocationHome-based Expected duration5 months Duties and ResponsibilitiesBackground The United Nations Road Safety Fund (UNRSF) was established in April 2018 as a multi-partner financing instrument to facilitate concrete action towards achievement of the road safety targets of Sustainable Development Goals 3.6 and 11.2. The Fund’s goal is to leverage the collective knowledge and capability of the UN system and all Fund stakeholders to achieve global impact and long-term developmental change through a substantial reduction in road traffic injuries and fatalities, and the economic loss arising therefrom. The UNRSF prioritizes establishing or improving a safe systems approach in low- and middle-income countries. The UNRSF focuses on supporting activities, where needs exist, aimed at addressing missing or weak elements in the national road safety systems; formulating plans and policies, legislation and new institutional arrangements; as well as establishing educational or technological solutions needed to maintain sound national road safety systems. Comprised of mainly UN regional commissions and specialized UN agencies, the UNRSF has a unique capacity to support “upstream” regional harmonization of national or municipal road safety systems. The Fund has conducted five calls for proposals to-date, culminating in the approval of funding to 44 projects in 88 countries. The Call for Proposal comprehensive application guidelines are disseminated to the UN Participating Organizations ahead of the launch of the call planned for September 2024. The Call for Proposal funding priorities ensure that the UNRSF remains relevant and responsive to the changing global and local contexts in which it operates. In 2024 the UNRSF will prioritize (1) regional programmes that implement road safety laws and standards aligned with road safety UN legal instruments, wherever applicable, supporting at least 3 countries, at country or city levels, to address key gaps identified in the 2023 Global Status Report on Road Safety (including related to motorcycle safety); and (2) domestic road safety financing, supporting, country or city, to identify and unlock sources of general or targeted road safety financing. Deliverables and targets Deliverable 1 Appraisal: A panel of 2 technical road safety experts and 1 lead technical road safety expert will conduct a technical evaluation to assess eligible project concept notes. Evaluators comments will be technical and objective and provided for each criterion on the evaluation sheet. The expert’s comments and technical recommendations will be shared with the project teams for projects to strengthen the proposal for future submission and to provide solid justification for projects not shortlisted based on the proposal’s performance against the evaluation criteria. (tbc) Estimated amount of working days: 25 days over the period Deliverable 2 Appraisal: Call for Proposals Assessment Report The experts will deliver the results of their appraisals and assessment. With support from the Secretariat, the lead evaluator will consolidate individual scoring; harmonize comments; and prepare recommendations to facilitate the Steering Committee’s decision on selected and reserve projects. On that basis, the Secretariat will facilitate and finalize a report of results to be presented to the Steering Committee Estimated delivery date: December Estimated amount of working days: 1 day over the period (through various meetings) Deliverable 3 Appraisal: Steering Committee participation The lead expert, jointly with the secretariat, will participate in the SC to present the Report and answer questions from SC members. Specifically, questions on the experts’ comments will be directed to the expert. The SC will decide on selected and reserve proposals. Estimated delivery date: Mid-January 2025 Estimated amount of working days: 0.5 day Deliverable 4 Appraisal: Information Session - The lead expert will moderate the information sessions, organized by the Secretariat, for each of the selected proposals. The lead expert will share the recommendations for improvements for the proposal. - The experts prepare the final list of recommendations, under the guidance and review of the lead expert, emanating from the session which the project team shall take into account in the detailed project document. This session is attended by the project design team and all relevant road safety stakeholders to increase opportunities to share best practices to improve the project and to create collaborations among road safety actors. Estimated delivery date: Mid-January to end February 2025 Estimated amount of working days: 3 days over the period Qualifications/special skillsThe candidate must hold an advanced degree in any of these subjects: road safety, engineering, economics, law, business administration or a related area. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. The candidate must have at least twelve years of experience in the transport sector work (i.e.road design, road safety design, transport planning, etc.). Candidates with experience working on motorcycle safety data, legislation, policy, and/or technology are desirable. Candidates with experience in designing or managing domestic road safety financing models are desirable. LanguagesFluency in English (both oral and written) is required.
