The Secretariat of the WTO is seeking to fill a position of Trade Policy Analyst in the WTO Trade Monitoring Section of the Trade Policies Review Division. THIS IS A FIXED-TERM CONTRACT TO COVER A ROLE VACATED BY A STAFF ON LEAVE WITHOUT PAY UNTIL OCTOBER 2024. General Functions Under the supervision of the Head of the WTO Trade Monitoring Section, the selected candidate is expected to make substantial contributions to all aspects of the preparation, drafting and presentation of the mid-year and end-year WTO Trade Monitoring Reports for the G20 and for the WTO-wide membership. Key functions include:
  1. Organize and carry out research and analysis of the trade and trade-related measures communicated by Members and Observers to the Trade Monitoring Section. Carry out research of trade and trade-related measures implemented by Members and Observers through governmental websites and other official online sources. Incorporate, edit, and verify measures for inclusion in the WTO's Trade Monitoring Data Base (TMDB).
  2. Take charge of the verification process of trade and trade-related measures with Members and Observers. This also includes regular communication with delegates on technical issues.
  3. Contribute to the drafting of relevant Sections of the WTO Trade Monitoring Reports, analyse and interpret statistics.
  4. Contribute to the servicing of meetings of the Trade Policy Review Body on Trade Monitoring.
  5. Carry out other relevant work of the Section, including the preparation of briefing notes on trade policies and trade-related practices of individual WTO Members for the Director-General and Senior Management. Participate in technical assistance activities related to Trade Monitoring work.

REQUIRED QUALIFICATIONS

Education: Advanced university degree in economics or international trade or similar, with excellent knowledge of the economics of trade policy. Knowledge and Skills: Technical Knowledge and Skills: Good knowledge and understanding of WTO Agreements and the functioning of the WTO system, and in particular of trade policies and trade-related measures. Good understanding of the economic effects of these policies and measures. Excellent analytical and research skills to provide succinct analysis on trade policy issues. Excellent drafting skills to be able to prepare reports, speeches, and briefing notes. Excellent understanding and ability to work with databases. Proficiency Microsoft Office applications such as Word, PowerPoint, Excel, etc. Behavioural Skills: Excellent organizational and communication skills and ability to work as a member of a team. Highly developed tact and discretion including political sensitivity. Ability to build relationships with a variety of people both inside and outside the organization. Ability to interact with colleagues and present a different point of view by using facts. Ability to face and cope with conflict situations with colleagues. Work Experience: Minimum two years of relevant professional experience in economics or in a related field at the national or international level. Languages: Excellent knowledge of English (at a level corresponding or equivalent to a minimum of C1 according to the Common European Framework of Reference for Languages (CEFR)) and either French or Spanish, including a demonstrated ability to communicate accurately, concisely and clearly, both orally and in writing. Knowledge of a third WTO working language will be considered an advantage. Shortlisted candidates will be assessed on their language skills as part of the selection process. Additional Information: Only applications from nationals of WTO Members will be accepted. The recruitment process will be undertaken as per Administrative Memorandum No. 976 (OFFICE(16)/15) on Staff Promotions and external recruitment through Vacancy Notices. For non-entry level positions, the position may be offered at a lower grade if the selected candidate does not fully meet all the required qualifications. The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks. Applicants may be required to sit a written examination. Applicants will be contacted directly if selected for an interview. Please note that the WTO employment offer is conditional on new employees confirming that they are fully vaccinated against Covid-19, except where a medical condition does not allow such vaccination (as certified by the WTO medical service). The successful candidate will be asked to provide relevant evidence relating to this condition. Candidates not selected whose performance in the selection process nevertheless shows them to be suitable for a similar position may be kept on a roster for up to 24 months, and may subsequently be called upon as and when the need arises for additional resources.
