Job Description - International Consultant

Result of Service1. Opportunities are Here project Season 2 coordination and management – by 28 February 2025 • Documented facilitation, contribution, and organization of relevant events in which the OAH is engaged. • Facilitate project implementation with procurement, legal and other DPS departments. • Successful implementation OAH communication strategy. • Project portal updated with project results as required by SPPG. • Risk management framework updated. 2. Project development – by 28 February 2025 • Written concept note and a project proposal for the continuation of OAH in East Africa. 3. Partnership development – by 28 February 2025 • 3 new partnerships developed (private or public sector), 1 to be on facilitation of distribution for filmmakers. • Public sector partnership on Intellectual Property articulated with action plan in place. 4. Deliver the final report for the project by 30th April 2025 Work LocationHome-Based, with possibility of travel within Africa Expected duration30.05.2024 – 30.04.2025 Duties and ResponsibilitiesBACKGROUND: The International Trade Centre (ITC) is the joint technical cooperation agency of the United Nations and the World Trade Organization (WTO) in charge of the sustainable promotion of trade and in particular of exports from developing countries and economies in transition. The goal of the ITC is to make businesses in developing countries more competitive in global markets, accelerate economic development and contribute to the achievement of the United Nations Sustainable Development Goals (SDGs). Thus, the organization contributes to the creation of jobs at the level of segments of agricultural value chains and promising services, especially for young people and women. This post is located within the Women, Youth and Vulnerable Communities (WYVC) section in the Division of Sustainable and Inclusive Trade (DSIT). Funded by the European Union delegation in Uganda, the new “Opportunities are Here” project will provide young talents in front of and behind the camera with tailored mentoring, networking opportunities, and media exposure, and generate new trade capacity and export opportunities in the film sector in Uganda. The project primarily targets young creatives in Uganda and is designed to incubate and accelerate their talents through specialised training in the film industry giving participants the opportunity to acquire competencies and gain competitive advantage in the marketplace, locally, regionally, and internationally. This job description relates to The Opportunities are Here (OaH) in the film industry in Uganda, which requires a Senior Advisor on Creative Industries to be assigned to the project. DESCRIPTION OF DUTIES/RESPONSIBILITIES: Under the supervision of the Programme Officer, the Consultant will carry out the following duties: Opportunities are Here project coordination and management • Coordinate and oversee OAH activities, such as trainings, TV production, events, policy work, monitoring and evaluation, reporting. • Oversee the administration of the project including procurement, consultancies, budgeting and finance, and legal related matters. • Provide guidance on the strategy and implementation of OAH communication activities. • Ensure all OAH communication materials are in line with ITC and EU requirements. • Coordinate with ITC editorial team to ensure visibility of project at ITC level. • Serve as donor focal point for the project. • Lead on consultations with public sector on creative industries. • Ensure complementarity between OAH and other existing ITC initiatives. • Guide the project team in successful implementation of the project in line with ITC administrative departments and best practices. • Monitor the risk framework of the project. • Oversee the compilation of the projects final report. Partnership development • Identify strategic partners and establish partnerships that will scale the impact of the project. • Coordinate the partnerships of OAH and foster existing partnerships. Project development • Develop proposals for creative industries regional development in East Africa region. • Identify funding opportunities and nurture relationships with potential funders. • Identify synergies between OAH and other initiatives incl. ITC initiatives to scale the impact of the project. • Monitor similar projects and studies on creative industries and contribute to research as required. • Contribute to ITC Creative Industries Strategy working groups. Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required. Qualifications/special skillsPostgraduate degree (MA/MSc/MBA, or other) or PHD in Economics, Business Development, Economics, or related field. Extensive relevant experience may be accepted in lieu of the university degree. At least 7 years of professional experience required. Experience in development and creative industries required. Experience in international value chains and MSME export capacity development required. Experience in project management required. Experience working in Uganda and other African countries required. Experience in the film sector required. Ability to manage cross-functional teams and skilled in project management, crisis management, organisation and administration of information and communication to teams and senior leadership required. Strong skills in communication required. Strong knowledge of the creative industries required. Knowledge on the film industry is desirable. LanguagesAdvanced knowledge of English is required. Another UN language is an asset. Additional InformationNot available.
