Job Description - Consultant for the Financial Needs Assessment -

Result of ServiceThe consultant will prepare, in collaboration with the other two consultants hired for this purpose, a report on the assessment of the funding necessary and available for the implementation of the Convention for the period 2026–2030 by developing-country Parties and Parties with economies in transition, and for all their continuing needs as identified in previous assessments of baselines, and transmit it to the Secretariat. The consultant is expected to produce the following deliverables: A. Questionnaire review and analysis - Inputs provided in the conceptualization and review process of the questionnaire. - Analyses and results discussed with the team of consultants and provide support, as requested. B. Data collection and analysis - GEF database on chemicals analysed, extracting information on POPs related projects (approved, ongoing, cancelled and completed projects) for adjustment of estimated inventory quantities. - Disposal costs from all available GEF Terminal Evaluation Reports collected, adjusted as appropriate using feedback from GEF Implementing Agencies and the GEF Independent Evaluation Office, for estimation of average disposal costs. - Disposal costs estimated for groups of chemicals and aggregation by UN region. - Focusing on PCBs and based on quantitative information collected in steps one and two for this group of POPs, model developed to allow for: o Running funding scenarios based on total funding needs, and based on GEF allocation scenarios for the GEF Chemicals and Waste Focal Area in the Replenishment period. o Comparing with other funding scenarios for other groups of POPs. o Analyses of data compiled and write up based on results and on potential non-compliance challenges. C. Executive summary - Provide the information identified in deliverable B and C to the Secretariat by 31 October 2024. - Draft Executive Summary by 15 November 2024. D. Full assessment - Prepare the full report on the assessment of the funding necessary and available for the implementation of the Convention for the period 2026–2030 by developing-country Parties and Parties with economies in transition, and for all their continuing needs as identified in previous assessments of baselines. - Transmit full assessment to the Secretariat by 17 January 2025. E. Lessons learned - Write up lessons learned from the Financial Needs Assessment 2026-2030 including proposals for refinements of the existing methodology in Annex II of decision SC-11/14 for consideration of the Parties at SC COP-12. All materials should be prepared in consultation with the Secretariat and submitted to the Secretariat electronically. Work LocationRemote Expected duration7.5 months Duties and ResponsibilitiesThe Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. Under the supervision of the Programme Officer, and in collaboration with the other two consultants hired to undertake the needs assessment for the period 2026-2030, the consultant will perform the following tasks: A. Review and analyse the questionnaire to collect quantitative information on POPs from Stockholm Convention Official Contact Points; B. Collect and analyse data based on the findings of the first three steps, to estimate the disposal costs for groups of chemicals and the aggregation of such estimated costs by UN region. C. Draft executive summary based on the findings of the first three steps of the methodology by 15 November 2024. D. Prepare a report on the assessment of the funding necessary and available for the implementation of the Convention for the period 2026–2030. E. Write up lessons learned from the Financial Needs Assessment 2026-2030 including proposals for refinements of the existing methodology. Qualifications/special skillsAcademical qualifications: An advanced university degree (Master’s or equivalent) in the field of environmental and earth science, or similar field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of progressively responsible working experience in the field of the implementation of multilateral environmental agreements (MEAs) and projects under the Global Environment Facility or the Multilateral Fund is required. Experience with the Stockholm Convention Financial Mechanism, the Global Environment Facility, National Reports and National Implementation Plans is desirable. Experience with methodologies of assessing funding needs of developing countries and countries with economies in transition in the context of MEAs is required. Working experience in the United Nations or similar international organizations is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English and strong drafting/writing skills are required. Additional InformationNot available.
