This is a home-based consultant (selected candidate will work from their home country or country of residence) UNHCR is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution. We are in over 135 countries, using our expertise to protect and care for millions. In line with its Age, gender and Diversity Policy, and with other UN system-wide accountabilities (e.g. UNSWAP Gender, UN Gender Acceleration plan), UNHCR is committed to systematically integrate gender considerations in its operations, and to strengthen the capacity of staff to improve gender analysis, and gender-sensitive programming, in cooperation with partners and including women-led organizations. The Gender Equality Unit in the Field Protection Service of the Division of International Protection seeks to recruit a Gender Equality Consultant to contribute to strengthening the capacity of its staff in gender-sensitive programming and interventions. This will include the development of a series of enabling products including guidance and the collection and dissemination of promising practices. Those products will be directed to develop knowledge and skills of a UNHCR's network of gender equality focal points and staff based in field operations enabling them to better deliver on UNHCR's commitments to women and girls outlined in the 2018 UNHCR Age, Gender and Diversity Policy, the UNHCR Strategic Directions 2022-2026 and the UNHCR Policy on the Prevention of, Risk Mitigation and Response to Gender-Based Violence. 2. Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan The consultant will:
a. Develop a gender and power analysis template (2-3 pages), accompanying guidance note (4-5 pages) and a training slide deck on gender and power analysis for use by GBV and gender equality focal points. The gender and power analysis is one of the milestones of the UNHCR GBV Policy (Milestone 1 of the policy monitoring framework for the area of GBV prevention). Operations should plan and conduct the gender and power analysis together with the partners, particularly women-led organisations. A gender and power analysis will need to be undertaken to understand different and context-specific experiences, attitudes, roles, values and practices of diverse community members relating to gender equality and GBV to inform prevention planning and programming. Further, findings of the gender and power analysis will be used by operations to further strengthen the protection and solutions analysis of their multi-year strategies in UNHCR COMPASS System. b. Organize and facilitate two webinars on gender and power analysis for UNHCR GBV and gender equality focal points. As part of the webinar, the consultant will introduce participants to the gender and power analysis template, Guidance Note and training slide deck. c. Develop detailed 5–6-page guidance on meaningful engagement with organizations led by forcibly displaced and stateless women. The note is aimed at providing practical guidance to gender equality focal points, regional and country UNHCR teams on the effective operationalization of UNHCR’s commitment to meaningfully partner with WLOs, including supporting their leadership, access to funding, participation in decision making and strengthening their capacities to engage in humanitarian responses. It is expected, as a result, that UNHCR operations and staff will increase their understanding on the importance of working with and supporting organizations led by forcibly displaced and stateless persons, of better responding to their needs and concerns and fostering their capacities. d. Document 4 promising practices of UNHCR's engagement with organizations led by forcibly displaced and stateless women. The promising practices will be selected in collaboration with regional bureaux and country offices. Identification of practices will be done through a desk review of operational reporting and other relevant documents and reports as well as through outreach to and interviews with regional bureaux and country office staff. A standardized methodology for collecting promising practices developed within the Division for International Protection will be used as a guide to the collection and documentation of the practices. e. Organize and facilitate two webinars with UNHCR staff and gender equality focal points to socialize the promising practices and the guidance on meaningful engagement with organizations led by forcibly displaced and stateless women, facilitate peer learning between operations and strengthen staff knowledge on working with these organizations. The consultant will report to the Head of the Gender Equality Unit of the Division of International Protection, and work closely with staff from the Regional Bureaux, the GBV Unit, the CBP Unit, the Task Force on Meaningful Participation and the Talent, Learning and Development Officer at the Global Learning and Development Centre (GLDC) and country operations. The consultant will work with UNHCR's editor to ensure the products (slide decks, gender and power analysis guidance note, guidance note on engagement with WLOs and promising practices report) are professionally edited. The Consultant will also liaise with GLDC at the start of the consultancy to agree to design the webinars and develop impact measurement tools. 4. Required level, qualifications and work experience

1 The assignment is for an Individual Consultant Qualification and experience required (degree required, years of work experience, field of expertise, language required): The ideal candidate will have: - A master’s degree or equivalent in gender or women’s studies, gender and development, women’s studies and human rights or a combination of university degrees in related areas.
- At least six years of experience working as gender training specialist, developing gender curriculum and delivering gender equality training programmes for UN agencies or NGOs.
- Experience in delivering training and designing tools on gender and power analysis
- Proved experience in implementing gender and power analysis in different contexts
- Demonstrated experience working with women-led organizations and movements.
- Previous experience in humanitarian/refugee or IDP response is an asset.
- Knowledge of instructional design principles and demonstrated experience with developing engaging training materials, including e-learning content targeting different audiences.
- Excellent time management, and workload prioritization experience with the ability to work independently and with multiple stakeholders in a fast-paced context.
