Work Assignment:Assignment 1: Provide technical guidance during the development, and quality review of household survey plan including timeline and budget.Expected deliverable 1: Final survey plan with budget.Delivery schedule: Spread over the contract period.Assignment2: Provide technical guidance during the development, and quality review of survey tools, questionnaire, and instructions manuals.Expected deliverable 2: Final survey tools and manuals ready for pre-test.Delivery schedule: Spread over the contract period.Assignment 3: Support the country survey team during the pre-testing of survey tools and main training of data collection teams.Expected deliverable 3: Final survey tools and manuals and interviewer training completed.Delivery schedule: Spread over the contract period.Assignment 4: Technical support and guidance with development of tabulation plans (especially country specific indicators).Expected deliverable 4: Final tabulation plan.Delivery schedule: Spread over the contract period.Assignment 5: Ensuring data quality – review of field check tables and feedback to survey management.Expected deliverable 5: Field check table review reports.Delivery schedule: During the data collection period.Assignment 6: Provide technical support and guidance to country survey team during the data analysis and report writing phase.Expected deliverable 6: Final Survey Findings Report and Statistical Snapshots.Delivery schedule: Spread over the contract period.For the above assignments, the household survey consultant will work in close collaboration with the Regional Statistics Specialist and MICS Coordinator, UNICEF Country Office Focal person, survey implementing agencies (normally NSOs), other experts involved in a specific survey. During country visits, the consultant is expected to implement capacity building activities with the implementing partner as required and organised by the UNICEF Country Office.The consultant will prepare report on activities undertaken and completed against the deliverables monthly. For each field-missions, a separate report needs to be prepared and submitted to the UNICEF supervisor.Duration of Contract: The consultants will remain on the roster for a period of 36 months.Duty Travel: Mission travels are possible upon request from the hiring office. Once the travel is agreed, the consultant shall make his/her own travel arrangements (including visa, insurance, hotel and ticketing, etc.) and provide UNICEF with a price estimate and get the approval prior to travel.To qualify as an advocate for every child you will have…Academic QualificationsAt least a master’s degree or equivalent in Demography, Statistics, Social Sciences, or other related technical field with significant measurement or analysis component is required.Professional experience• Managing large scale household surveys, developing data collection tools and trainings materials.• Strong data analysis skills, including proven experience in analysis of microdata from household surveys and interpretation of findings and results is required.• Strong technical and analytical writing skills in English is required.• Excellent communication in written and spoken English.• Excellent communication and interpersonal skills.• Ability to work independently in a timely manner.• Ability to meet deadlines.• Excellent training facilitation skills.Specific experience relevant to requirement of the assignment• At least 8 years’ experience in the coordination and/or management of quantitative household surveys. Prior coordination experience of MICS/DHS or other large HH survey implementation is highly desirable.• Previous experience of working in East Asia and Pacific is an asset.• Preference will be given to qualified candidates who live in East Asia and Pacific.Other competencies• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.• Demonstrated leadership, managerial and supervisory ability. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
